Board: Ms. Adams, Ms. Donovan, Ms. Lemmon, and Dr. McNamara & Dr.Tracey

Call to order at 5:30 PM

Minutes of April 9, 2002 meeting. A spelling correction was made by adding a second "m" to Ms. Lemmon’s name. A motion to approve was made by Dr. Tracey, seconded by Ms. Donovan and passed unanimously.

Strategic Plan Review and Action

The Strategic Plan was reviewed and minor changes were incorporated into the mission and goals sections. A motion to approve the Strategic Plan for FY 03 was made by Dr. Tracey, seconded by Ms. Lemmon and passed unanimously.

Beach Closure Policy

A proposal to revise the beach closure policy after significant rainfall was reviewed. A motion to change the policy as follows was made by Dr, McNamara, seconded by Ms. Donovan and passed unanimously. Beaches will be closed for a 24-hour period following 1.6 inches or more of rain in a 24-hour period.

Status of State Funded Grant Programs

The State of Connecticut budget for FY 03 (07/01/02 – 06/30/03) has not been set. The Norwalk Health Department relies on State funding for various grant programs. Considerable funding is received for the HIV program. In the event that the State budget is not passed by July 1, 2002, a core group of staff will be kept on board. Several temporary positions will not be continued.

Other Business

Reports from the Mayor’s Management Task Force and the Mayor’s Information Technology Task Force were released on Monday June 10, 2002. Copies were emailed to each Board of Health member.

Cigarette Vending Machines

Ms. Lemmon inquired about the status of this issue. There was agreement on the following course of action. Mr. Callahan will mail to each Board member articles that are representative of the arguments for and against a cigarette vending machine ban. The views of each member will be solicited and discussed via email. A recommendation will arrived at and forwarded to the Mayor and Public Health and Welfare Committee.
