Minutes of April 8, 2003 Meeting
Since there was not a quorum action was postponed to the June 10, 2003 meeting.
Strategic Plan Review
The Strategic Plan for FY 04 was reviewed and discussed. Mr. Lalime and Dr Tracey
expressed their support for the plan. A poll of the members who were not present
will be made. If the other members also support the plan it will be adopted.
Personnel
Nurse Practitioner - Mayor Alex Knopp has expressed his support for including
the Nurse Practitioner position in the Health Department organization chart.
The Common Council is scheduled to consider this matter at their May 13, 2003
meeting.
Relocation Officer - Negotiations with the Redevelopment Agency administrators
has resulted in their reconsideration of this position for one additional year.
According to the federal funding guidelines, CDBG funds are appropriate for
the start up but cannot be used for the long term.
Smallpox Clinic Preparations
Site selection and control - Norwalk High School and Norwalk Community College
will serve as the Norwalk sites. New Canaan High School is the site selected
for that town.
Pick up areas will be identified. Buses will transport participants to and from
the clinic sites. Deputy Police Chief Mark Palmer has volunteered to organize
security and transportation. The group that is working on this aspect of the
Emergency Response Plan includes Mr. Palmer, Glenn Iannacone, the Norwalk Fire
Marshall, Tim Callahan and Mike Perillo form the Health Department, and representatives
from the New Canaan Health and Police Departments, the Laidlaw Bus Company,
and the Norwalk Transit District.
Other Business
Darleen Hoffler BSN, Clinical Services Supervisor presented her report on the
tuberculosis case follow investigation at Brien McMahon High School.
Contact investigation initiated on 4-21-03 at which time the Norwalk Health Department and Norwalk Public Schools collaborated in the identification of contacts and the arrangement of tuberculosis testing of the Brien McMahon High school student, faculty and staff populations.
On Wednesday, April 30, screening of the case contacts took place. Group testing continued for an additional two days, May 2nd and 6th. Individual testing continued throughout the entire week of those identified as contacts.
The total number of student contacts identified: 324
The total number of staff/faculty contacts identified: 10
The total number of contacts tested (students/staff/faculty): 215
The total number of the entire population tested: 515
The total number of found to be positive: 15
The total number of contacts found to be positive: 6
The number of contacts that require testing: 114
Follow-up screening will be done 11-12 weeks after the initial screening. The
Norwalk Health Department will be responsible for arranging the second round
of testing. Negative contacts will be notified of this information. Testing
will take place at the Norwalk Health Department.
