Minutes of June 10 2003 Meeting
A motion to approve the minutes of June 10, 2003 meeting was made by Dr. Tracey,
seconded by Mr. Lalime and was passed by a unanimous vote.
West Nile Virus
Surveillance to determine the presence of West Nile virus in the environment
is focused on reports of dead crows and trapping and testing mosquitoes. From
June 1, 2003 through August 28, 2003 reports of dead birds totaled 104. One
mosquito pool tested positive for the West Nile virus.
Mosquito population control efforts continue. Larvicide was applied to standing
water areas during the week of July 24th and to storm drains during the week
of August 4th. Larvicide was also applied to 58 acres of tidal wetlands and
salt marsh on August 8th.
School Entry Physicals
School entry physical examinations were offered for the first time. Fifty-eight
children were examined surpassing the goal of 45. Forty-seven children were
uninsured and 34 paid the full fee of $75.
Lifestyle/Physical Activity Plan
A plan to determine the department’s physical activity initiatives will be developed.
Martha Lemmon and Jack McNamara agreed to participate in this project. The plan
will be brought to the Board for review and comment.
Emergency Preparedness Update
A draft smallpox vaccination clinic plan was completed and sent to the Connecticut
Department of Public Health for review. The CT DPH funded this development of
this plan. During the next funding cycle (9/1/03 – 8/31/04) a more general emergency
response plan will be developed.
Status of Employee Assistance Program
Nancy Joyce, EAP Coordinator, will retire on October 31, 2003. The options for
provision of this service include recruiting a Coordinator or contracting with
an EAP provider. Six proposals are being reviewed. The Personnel Director, the
Director of Management and Budgets, the Health Director and the EAP Coordinator
are involved in this process.
Building Improvements
Satellite Dish: The Health Department will serve as a distance-learning site
for the CT DPH. A satellite dish and receiver were installed and are operational.
Emergency Generator: Bioterriorism grant funds were used to acquire a switch, which is the interface between the building electrical panel and a generator. Grant funds in the current Bioterriorism Grant will be allocated for the purchase and installation of the generator. The generator will meet the powered needs of the main level including HVAC, computer server, lights and refrigeration.
Elevator: Three bids for the elevator modernization were received. The low bid at $95750 is within the budget for this project.
