BOARD
OF ESTIMATE & TAXATION MEETING ACTIONS

CALL TO ORDER
Mayor Moccia called the meeting to order at 7:35 p.m.
1. RECEIPT OF CHARTER REQUIRED SALARY INFORMATION
FROM THE BOARD OF EDUCATION.
Mayor Moccia stated that pursuant to the Norwalk City Charter, the Board of Education is required to present its 2006/2007 estimated salaries at this time. When the time frame was rescheduled for the budgets that are in progress, this one was overlooked.
Mayor Moccia acknowledged the receipt of a memorandum from Dr. Corda, dated December 19, 2005 and read it for the record:
“Estimated salaries for the 2006/2007 school year base on current staffing levels will total $88,129,000. For estimating purposes, we have projected an increase of 5% to account for contractual increases, including steps.
This number should be considered as very rough since it does not take into account potential increases that may come from recommendations for additional staffing. Nor does it consider adjustments that may be made to existing staffing because of changes in enrollment.
More definitive data will be available after January 10, 2007, when the Board of Education will have adopted a budget for submission to the Board of Estimate.”
Mr. Avery noticed that the date for the adoption of the budget by the Board of Education should read January 10, 2006.
** MR. LYONS MOVED TO ACCEPT THE ESTIMATED SALARIES FOR THE
BOARD OF EDUCATION AS CORRECTED.
** THE MOTION PASSED UNANIMOUSLY.
Following this, Mayor Moccia stated that he would like to make an announcement
concerning a Chairman Pro Temp if he should be unavailable to attend a meeting.
He explained that it is stated in the Charter that the Mayor runs the meetings
for the Board of Estimate. Should he be unable to attend, he appointed Fred
Wilms as Chairman Pro Temp for the Board of Estimate and Taxation. Mr. Wilms
will also be the appointed representative for the WPA.
Mayor Moccia then welcomed the new members of the Board. He then asked if there was any additional business.
Dr. Corda greeted the Board and stated that on January 3rd, 4th and 5th, the Board of Education will be presenting their budget. He then extended an invitation to all of the members of the Board to attend the meetings.. The meetings on the 4th and 5th will begin at 7:00 p.m. It was suggested by Mr. Hamilton that the first half hour of the Board of Estimate meeting be devoted to all other additional business so that the Board can focus on the Board of Education presentation.
Mr. Hamilton then stated that the new members of the Board had received copies of the Operating Budget for 2005/2006, the Capital Budget for 2005/2006 and an orientation package with a tentative schedule of the budget meetings. He stated that the scheduled had been sent out by email but copies were available if needed. One of the items on the next agenda will be the finalization of that schedule. There is a summary of the sections of the Charter that the Board members should be aware of, including the summary on Special Appropriations, and Capital Budget Report.
** MR. WILMS MOVED TO ADJOURN.
