Common Council Ethics Committee Minutes

CALL TO ORDER

Mr. Coffey called the meeting to order at 8:05 p.m.

There was no agenda for the meeting.

Mr. Coffey distributed copies of the Proposed Norwalk Code of Ethics, which included the amendments he was suggesting. He gave a brief background as to why the Committee was formed and what they hope to accomplish. He said the Common Council will remain as oversight to this Committee. He will be asking for permanent staff from the Corporation Counsel’s office to be on the Committee.

Mr. Coffey stated that the Code of Ethics has been amended to reflect rules and procedures that were not there before. The current City code has not been revised since 1968, thirty-eight years ago. After the Committee creates the ethics handbook, it will be maintained and distributed to all City employees and a copy will remain in the Town Clerk’s office.

Mr. Hempstead proposed that they include a form to be signed by each employee which would show that the employee has read the handbook and agrees to abide by the rules and regulations of the City of Norwalk. Mr. Hilliard and Mr. Coffey agreed that this was a valid suggestion. Mr. Hempstead remarked that in the past, employees were given a letter which disclosed financial information such as stocks, etc. that was signed and returned to the City’s auditing firm.

Mr. Hilliard asked whom the Code would apply to. Mr. Coffey stated it would apply to any and all City employees in any capacity. Mr. Hempstead suggested that they should check to be sure that signing the form, and the Code itself, in order to prevent any contract violations.

General discussion followed between the three Committee members. It was agreed that they will review the amendments presented by Mr. Coffey and add suggestions of their own, and bring them to the next meeting.

ADJOURNMENT

The meeting was adjourned at 9:10 p.m.
