I. ROLL CALL
Mayor Moccia called the meeting to order at 5:30 p.m.
II. MINUTES OF PREVIOUS MEETING(S)
September 5, 2007
** MR. WELLS MOVED TO ACCEPT THE MINUTES OF THE SEPTEMBER 5TH MEETING AS SUBMITTED.
** MOTION PASSED WITH TWO ABSTENSIONS: TAVELLA AND KIRSHNER.
Mr. Murchie arrived at 5:30 p.m.
III. NORWALK SCHOOL PROJECTS
A. NORWALK HIGH SCHOOL
1. Project update - by Amar Shamas (Program Manager)
Mr. Shamas showed a slide presentation to the Commission which illustrated the progress at Norwalk High School.
Mayor Moccia said that any Commissioner who wanted to see the project could arrange that with Mr. Lo and the Principal of Norwalk High. He reported that the emergency telephone system at the school was operational as well as the cameras, PA and fire alarm systems.
Mr. Shamas said that those systems would be inspected and recertified for the year in the following week or so.
2. Review and approve the following change orders:
PCO#00050 $10,082.27 Increase GMP Provide HVAC piping, insulation related
to HV-11 (Kitchen) per RFI#123.
PCO#00094 $11,290.32 Increase GMP Provide grinding and painting of existing
Auditorium floors prior to seat install.
PCO#00095 $48,598.66 Increase GMP Provide additional painting throughout
the school per A/E and Owner request.
PCO#00097 $77,743.27 Increase GMP Provide several T&M work orders thru-
out the building, CMU walls at locker-
room, demo and pour concrete, excavation
at locker-room showers, locker bases at
corridors, saw cut concrete wall at new
opening, 2 new HM frames and doors.
PCO#00104 $12,844.84 Increase GMP Provide drywall and wood enclosure
at UV’s at 3rd and 1st floors due to field
conditions.
PCO#00110 ($6,703.86) Decrease GMP Credit associated with re-lamping the
Existing Auditorium light fixtures in lieu
of replacing them as directed by A/E due
to existing ceilings conditions that would
result in increased costs. This also includes
providing additional Emergency lighting.
PCO#00115 $13,926.52 Increase GMP Provide LED lighting at Auditorium isles
per RFI #167.
PCO#00116 ($100,000.00) Decrease GMP Reduction in CM Contingency based on
project percent complete.
Mayor Moccia asked for a brief explanation of PCO#00097.
Mr. Shamas said that the change order involved a lot of time and material work and represented 16-18 changes grouped together including carpentry, masonry and concrete work. He said that he had a full explanation for review by anyone who wanted to see it after the meeting.
Mr. Hempstead arrived at 6:40 p.m.

renovations work on T&M basis
PCO#00102 $7,093.10 CM Contingency Provide Misc. T&M work. For plywood at
chase walls at various locations and other
carpentry work due to existing conditions.
PCO#00103 $2,267.56 CM Contingency Provide concrete pad for sandfilter at boiler
room.
PCO#00105 $15,647.75 CM Contingency Provide additional prep. work at existing
concrete floors and new Science wing.
PCO#00107 $4,466.60 Increase GMP Provide re-ballasting of 5 parking lot poles
Per A/E direction.
PCO#00108 $9,493.87 Increase GMP Provide T&M work associated with
replacement of existing plumbing fixtures
at the locker-room showers area due to
field conditions.
PCO#00109 $24,251.68 Increase GMP Provide T&M work associated with
replacement of existing plumbing fixtures
at the locker-room bathroom area due to
field conditions.
PCO#00111 $11,937.58 CM Contingency Provide T&M work to clear up Fire Alarm
troubled zones prior to school opening.
PCO#00112 $23,697.00 CM Contingency Increase to premium time allowance
within the GMP to accommodate summer
work load due to increased scope and un-
foreseen conditions.
Mayor Moccia asked if it was true that the “replacement of existing plumbing fixtures at the locker-room showers area due to field conditions” was not in the original plan for this project.
Mr. Shamas answered that it was not and explained that nearly all of the plumbing in that area needed to be replaced.
Mr. Hempstead asked if it was correct that there was nothing carried in the budget for final cleaning.
Mr. Shamas said that the cleaning was carried within CM Contingency.
B. ROTON MIDDLE SCHOOL
1. Project update – by Amar Shamas (Program Manager)
Mr. Shamas showed a slide presentation to the Commission which illustrated the progress at Roton Middle School.
2. Review and approve the following change orders:
CE#00040 $4,438.00 Increase GMP Revisions to steel column length at
Connectors due to field conditions.
CE#00041 $8,512.00 Increase GMP Additional finishes due to ACM removal
at Rooms 244 and 245 Music.
CE#00059 $4,438.00 Increase GMP Revisions to column bases at Connectors
due to field conditions.
CE#00060 ($2,730.00) Decrease GMP Credit for deleting expansion joint at
Elevator addition per A/E.
CE#00062 $1,799.00 Increase GMP Relocate existing power and phone
conduits due to conflict with new doors.
CE#00063 $13,705.00 Increase GMP Revisions and new acoustical ceiling thru-
out the building, new tile and grid.
CE#00064 $270.00 Increase GMP Additional materials cost for increase pipe
railing size.
CE#00067 $12,393.00 Increase GMP New finishes and ceilings at Main Office.
CE#00075 $30,755.00 Increase GMP Additional painting at classrooms and
corridors throughout the building.
CE#00100 $131,537.00 Increase GMP Replace Auditorium seating, paint floor,
and replace carpeting.
Mr. Shamas said that the NFCC had approved on July 11th the transfer of $110,000 into Roton Middle School for auditorium seating but the amount only covered the cost of the seats themselves and the price indicated in CE#00100 included the painting of the auditorium floor and the replacement of the carpeting on both levels of the auditorium.

PROJECT.

3. Discussion item: Skanska USA Building, Inc. General Conditions and on site staffing cost extension request.
Mr. Shamas reviewed the letter from Steven A. Rice of Skanska USA Building Inc. sent to Mr. Shamas on September 25th, 2007 which had been given to each Commissioner in their agenda packets and reported that he’d be meeting with Skanska the following day.
Mr. Hempstead asked if there was some record of “red-flagged” sub-contractors.
Mr. Shamas answered that historically, when an issue had arisen with a sub contractor, he’d copied Mr. Lo and Mr. Gerald Foley on any correspondence so that they were aware of them problem.
Mayor Moccia said that the City may have problems rejecting a bid because the company had performed poorly several years ago.
C. PONUS RIDGE MIDDLE SCHOOL
1. Project update - by Peter Maxwell (Program Manager)
Mr. Shamas showed a slide presentation to the Commission which illustrated the progress at Ponus Ridge Middle School.
2. Review and approve the following change order(s):
PCO#019 $26,658.35 Increase GMP Remove/replace sheetrock at E classrooms
- surface damaged & blocking needed.
** MR. HEMPSTEAD MOVED TO APPROVE THE CHANGE ORDERS FOR THE PONUS RIDGE MIDDLE
SCHOOL PROJECT.
** MOTION PASSED UNANIMOUSLY.
3. Review only, changes approved by staff:
PCO#016 $967.42 Increase GMP Ceiling grid height adjustments to match
window heights.
PCO#018 $981.39 Increase GMP Provide backfill material for underground
plumbing pipes in science classrooms.
PCO#020 $1,140.80 Increase GMP Provide seismic bracing at new interior
CMU classroom walls.
PCO#021 $1,340.90 Increase GMP Provide return air duct from Cafeteria unit
to Reading Room, due to change of use.
D. NATHAN HALE MIDDLE SCHOOL
1. Project update - by Peter Maxwell (Program Manager)
Mr. Shamas showed a slide presentation to the Commission which illustrated the progress at Nathan Hale Middle School.
2. Review only, changes approved by staff:
PCO#026 $8,214.24 Increase GMP Replace ceiling tiles in rooms requiring
removal of existing tiles for work access.
PCO#027 $ (246.95) Decrease GMP Soffit construction change from drywall
to acoustical ceiling tile.
PCO#028 $1,562.62 Increase GMP Furnish & install new electrical circuits
for HVAC Unit 3 and RTU 4.
PCO#029 $1,101.06 Increase GMP Wood blocking to connect new corridor
ceilings to existing window wall.
PCO#030 $485.21 Increase GMP Remove and relocate wiring for AC split
system in Teachers Lounge
IV. NATHANIEL ELY CENTER
A. PROJECT UPDATE: BY ALAN LO
Mayor Moccia said that this project was nearly finished and that a volunteer crew from Pepperidge Farm did some painting and landscaping work at the school.
B. REVIEW ONLY, CHANGES APPROVED BY STAFF:

new plumbing wall and cover old tiles.

V. MISCELLANEOUS ITEM(S)
Mayor Moccia encouraged all of the Commissioners to visit the schools.
Mr. Lo suggested that the Commission hold their next meeting at Norwalk High.
