CALL TO ORDER
Mayor Moccia called the meeting to order at 5:53 p.m.
APPROVAL OF THE MINUTES OF FEBRUARY 12, 2008
** MR. ARCARIO MOVED THE MINUTES OF FEBRUARY 12, 2008.
** THE MOTION TO APPROVE THE MINUTES OF THE FEBRUARY 12, 2008 MEETING AS SUBMITTED
PASSED WITH SEVEN IN FAVOR (WELLS, TAVELLA, ARCARIO, BEGGAN, KERSHNER, BONENFANT,
AND HEMPSTEAD) AND TWO ABSTENTIONS (OPDAHL AND MURCHIE).
NORWALK SCHOOL PROJECTS
NORWALK HIGH SCHOOL
Mayor Moccia said that Gilbane’s soft fees are not 30% and explained that the 30% is a combination of different numbers. He also said that the Board of Ed would be looking at their priorities. The Mayor said that there had been a number of concerns expressed in the newspaper about unbalance distribution of school construction funds among various schools, but this is not so. The Board of Ed will be prioritizing their projects soon.
NHS Project Update
Mr. Shamas said that Phase 6 is being finalized and gearing up for Phase 7. There are two more phases after that before the summer renovations begin. The kitchen and serving area are presenting challenges. There has been a lot of discussion about this and planning is moving forward.
The boiler room work continues. The cooling towers is near completion. The free-standing chimney stack at the Norwalk High School has been deemed unsafe and needs to be removed. This is scheduled to happen on Saturday, March 8th. The demotion of the stack and installation of the temporary stack will cost about $33,000. . A temporary chimney will be installed in order to provide exhaust for the boiler. Mr. Tavella asked if the replacement stack would be stainless steel. Mr. Shamas said that they were considering a modular unit with a 20 to 25 year life expectancy.
Mr. Lo said that this will be over the $25,000, but the staff will be moving forward on this project because of the safety issue. The change order will be presented to the Commission at the next meeting.

HIGH SCHOOL CHIMNEY TO THE AGENDA.

** MR. HEMPSTEAD MOVED TO APPROVE $32,000 FOR INTERNATIONAL CHIMNEY TO INSTALL
A TEMPORARY CHIMNEY STACK AT NORWALK HIGH SCHOOL.
** THE MOTION PASSED UNANIMOUSLY.
** MR. HEMPSTEAD MOVED TO APPROVE THE FOLLOWING CHANGE ORDERS:
PCO#00146 $ 18,273.92 CM Contingency Costs associated with premium portion only
for labor needed to complete the work.
PCO#00207 $ 2,784.29 Increase GMP Provide additional misc. electrical work at
various locations per filed conditions.
PCO#00209 ($ 10,072.00) Decrease GMP Credit associated with deleting sloping
windows at various location per field and
A/E request.

Discussion followed about the amount of carpeting in the auditorium. Mr. Lo said that Crystal Theater had looked at the oldseating, but the condition of the chairs did not warrant them being reused.

ROTON MIDDLE SCHOOL
Project Update
Mr. Shamas said that the project was winding down at Roton Middle School but that an issue arose with the chimney. Tests were run for air quality because some cracks were discovered in the chimney. The tests did not detected any CO. The chimney cannot be sleeved, but there is the possibility of an interior coating to seal up the cracks. Mr. Tavella asked about having a fan on the top of the chimney to draws the fumes up through the flue. Discussion about this followed.
Mr. Shamas said that there will be some change orders coming through due to this project. Mr. Lo said that the State will be starting the auditing soon. Roton, Tracy and Columbus need to be closed out in order to forward these to the State. Brien McMahon will follow shortly because there are still seven on going leaks.

Project Update
Mr. Shamas said that there were miscellaneous tasks done over February break. Currently, the project is about 65% complete.
NATHAN HALE
Project Update
Mr. Shamas reported that during the February break work was done in the library. This project is also about 65% complete. The main offices, the guidance offices and the elevator shafts are the focus of the summer work.

Mr. Hempstead asked about the costs for Norwalk High. Mr. Shamas reviewed some of those projects, which included the grease trap, and the culinary kitchen.
Mayor Moccia mentioned that Mr. Ireland was to be honored at a dinner tonight by Building Association as Building Inspector of the Year.
