CALL TO ORDER
Chairman Booth called the meeting to order at 7:35 p.m. There was a quorum present.
Mr. Simms said that he had attended the most recent Bipartisan Meeting of the Common Council. A presentation was given by the Public Education Officer from the Freedom of Information Commission. Mr. Simms then distributed copies of the Freedom of Information brochure to the members of the Commission.
APPROVAL OF MINUTES OF PREVIOUS MEETING – JULY 20, 2007
Ms. Parrigin joined the meeting at 7:40 p.m.

CHAIRMAN’S REPORT
Chairman Booth said that this was the time when there were a number of different door-to-door salesmen peddling different services such as siding; windows and roofing that can result in problems for the unwary.
DIRECTOR’S REPORT
Mr. Bovilsky said that there had been 74 new intakes, 4 complaints filed and 195 follow up contacts. He also noted that there has been a rise in the Number of security deposit questions coming into our office.
Mr. Bovilsky then announced that Ms. Borges-Lopez, Mr. Bernard, and Ms. Genuario had been reappointed to the Fair Rent Commission by the Mayor and approved by the Council. He also informed the Commissioners that Mr. Mattiello had not requested to be reappointed, but also has not resigned at this time.
Mr. Bovilsky then displayed a new layout for the Fair Rent form. The Commissioners were pleased with the new layout and clean design of the form. Mr. Bovilsky said that if the Commissioners had any suggestions or changes, they should email them to the office.
Chairman Booth announced that the Fair Rent flyer had been updated.
Mr. Patterson commented that one of the cases that the Fair Rent Commission had heard last August had just made the docket for Small Claims Court during July. He reviewed the details of the case, which involved the landlord claiming damage to the hardwood floors of a unit, which had not been noted when Mr. Patterson or the Health Department inspector had submitted their reports last July.
NEW BUSINESS
Update on Activities of Norwalk Redevelopment Authority Related to Affordable Housing.
Mr. Bovilsky introduced Mr. Moore to the Commissioners. Mr. Bovilsky stated that he had heard about the North Walk Corporation receiving funds from the State for affordable housing. When Mr. Bovilsky investigated further, he discovered that the North Walke Corporation was a non-profit division of the Norwalk Redevelopment Agency.
Mr. Moore then gave a Power Point Presentation of the Reed Putnam Development Project and the Wall Street Development project to the Commissioners.
This was followed by a discussion of what the definition of fair rent actually was and the number of rentals that would be available through the developments.

Mr. Patterson reviewed the details of the complaint with the Commissioners. He stated that there were some issues that needed to be addressed and that the unit is located very close to the railroad tracks. Mr. Patterson recommended that the Commission hear the case.
