Special Meeting
April 10, 2006 at Norwalk City Hall, Room 104
Commissioners present: Rahoul Dupervil, Bea Brown, Barbara Amodio, Sara Sikes, Carol Frank, Sally Grose, Charles Stabinsky and Gerald Ross.
Vice-chairman Rahoul Dupervil asked Chairlady Barbara Amodio if she would like to call the meeting to order at 6:10 PM. She declined, so Rahoul called the meeting to order and said that he had called a special meeting, along with Sally Grose and Sara Sikes. The meeting’s purpose was to discuss department business and the relationship between the Director of Human Relations and our Chairlady.
Rahoul asked for a volunteer to take the minutes and Sara Sikes agreed to do
so.
Rahoul welcomed new commissioner Carol Frank and introduced her to the other
commissioners.
Bea Brown objected to the calling of the special meeting, saying that it was
illegal.
The commissioners reviewed the bylaws to insure that the special meeting conformed
with the revised bylaws, and after some discussion, the majority voted and agreed
that the meeting had been called properly. The meeting continued over the objections
of Bea Brown and Barbara Amodio.
Barbara Amodio said that she did not receive the courtesy of being informed about the meeting. Rahoul said that Barbara received the meeting notice at the same time as the other commissioners and was informed via e-mail and as it always done before any meeting. And, she was the only one not to confirm whether or not she would attend.
Sara Sikes moved that the Commission go into Executive Session to discuss personnel matters regarding the Commission’s Executive Director, Elizabeth Youngerman. Sara stated that Elizabeth had been informed of the Executive Session and declined on attending the meeting. Sally Grose 2nd.
After some disagreement by Bea Brown, the motion carried with Yes votes by Rahoul, Sara, Sally, Carol, Chuck and Gerry. Voting no: Bea Brown and Barbara Amodio.
Rahoul asked that members of the public attending to be excused in order to
conduct the Executive Session. And everyone, including some elected officials,
along with press, left the room.
Executive Session called to order at 6:28pm.
Sara moved that the commission end the Executive Session at 7:30 PM, 2nd by
Sally, vote was unanimous.
Members of the public and press were invited back into the room.
Public Session resumed immediately after everyone was seated.
Motion by Chuck Stabinsky to affirm the support of the activities and function
of Elizabeth Youngerman as Executive Director of the Human Relations Commission.
2nd Sally voting yes: Rahoul, Sally, Sara, Chuck, Gerry,
Abstaining: Barbara Amodio, Bea Brown
Motion to adjourn meeting at 7:32 PM by Sally, 2nd Sara. Meeting adjourned.
