Water Quality Committee Minutes for the meeting of 05/16/05
Meeting called at 6:40 pm
T. Mobilia, T. D’Andrea, T. Closter and D Harris in attendance.
Committee structure, members and assignments were again reviewed.
It was agreed that the Mayor’s Water Quality Committee summer intern program
would focus within Norwalk City limits. Discussions as to the accountability
of the interns and who would supervise the program ensued. The interns will
report to and be supervised by the Chairman of the Mayor’s Water Quality Committee.
The interns will be hired through the Norwalk health Department and supervised
by Tom Closter while on city business.
Interviews for the Water Quality summer intern positions have been scheduled.
All candidates will be reviewed by the committee. Offers will be made and interns
will be in place by June 1st 2005.
Norwalk Health Department has allocated 2000.00 dollars toward the water Quality
Intern Project. This funding will be used to cover costs while testing Norwalk’s
Beaches.
Additional sources of funding and test site designations were discussed.
Calibration of the MY Sound probe by J. Schnierlein and Tony D’Andrea is scheduled for the week of May 23rd.
Mr. Closter reports rainfall in April of 3.29 inches, vs. 6.02 inches in 2004
and average of 3.83 inches, since 1988. 289 calls received. There was one 6-day
closure, on 27th for sewage spill into five mile river…(Cooke’s grounds only)

lasted through 4-10-05. Four wastewater spills, at various locations, all minor
and contained, were reported.

CL&P has reported to Health Dept. persistent leak in the electrical cable
system, which they have not found or repaired, no estimate of amount of oil
spilled.
Dick Harris reports that there has been no significant improvement to water
quality in the Norwalk River watershed during the first several months of 2005.
Areas of most concern are the drain pipe off Moody’s Lane, The Ancona Market
area and the Silvermine Sanctuary area. Harbor watch/ river watch and Earth
Place will continue to monitor these area’s Dick remains hopeful for an improvement
in Norwalk river water quality this year.
Dick also recommends some type of waterfowl management plan be adopted. The Canadian goose population has exploded and is causing a flush of highly contaminated water at every rainfall. The town of Greenwich has recently adopted a plan to limit the overall population. The NWQC will monitor the progress of Greenwich’s plan and possibly invite a representative from the town to speak at a meeting this year.
Special thanks to the Norwalk Shellfish Commission and DPW chief Hal Alvord on the repair of the inoperative air scrubber unit at the wastewater treatment plant. East Norwalk will breathe easier.
It was discussed that a minimum pump out schedule be established for all septic tanks within Norwalk City limits. It was also discussed that septic trucks and the amount of effluent they discharge into the Norwalk Sewage Plant be more closely scrutinized.
