Present: Board of Health – Mr. Lalime, Ms. Lemmon, and Dr. McNamara & Dr. Tracey

Minutes of February 8, 2005 Meeting
A motion to approve the minutes was made by Mr. Lalime, seconded by Dr McNamara and was passed by a unanimous vote.

Health District
Negotiations with New Canaan are nearly complete with agreement reached regarding the cost for use of the Norwalk Health Department building and the allocation of local costs to support the District operations. The City of Norwalk will initiate discussions with the unions representing Health Department employees. A Public Hearing is tentatively scheduled for April 27, 2005 and a vote by the Common Council will follow at the May 10 or 24, 2005 meetings.

Food Establishment Technology Use Survey
Food Establishment owners were surveyed to determine their interest in paying for licenses on line, advertising on the Health Department web site, linking to the Health Department web site. The results are attached. The Board requested a review of the findings due to unequal distribution positive answers among establishments with names beginning with the letters A.

Clinic Fees
Changes to clinic fees were proposed as follows; Session fee from $15 to $20, Diphtheria/Tetanus $25 to $35, Menomune $80 to $85, Rabies $145 to $160, Yellow Fever $95 to $100. A motion to approve the changes to these fees was made by Dr. McNamara seconded by Mr. Lalime, and passed unanimously.
Mr. Lalime suggested the cost methodology for computing the session fee be reviewed to verify the inclusion of all costs and that a standard markup be developed for review by the Board. The Board might then set a policy to allow for on going changes according to an approved markup rate, which would protect against losses from fluctuating vaccine prices.
