Minutes of November 8, 2005 Meeting
Motion to approve by Mr. Lalime, seconded by Ms. Burke, all in favor, Dr. McNamara abstained.

Follow up on Proposed Fees
Mr. Callahan reported the Common Council adopted the Environmental fee schedule

Emergency Response Planning Update- Bill Mooney
Mr. Mooney updated the Board on emergency planning efforts. Staff training in the incident command system continues. Norwalk staff will participate in the Strategic National Stockpile (SNS) drill that will be held locally at the Westport Weston Health District on April 16, 2006. Another drill is scheduled for Norwalk in October.
The Board and staff discussed the impact of pandemic flu. The Health Department response will be reliant on volunteers. In order to protect volunteers and to provide an incentive for people to volunteer, personal protection will be essential. Everyone agreed that there is value to keeping a supply of doxycycline and Tami flu on hand. A motion to establish an inventory of 2000 doses of doxycycline and Tami flu to be used for Norwalk Health Department emergency response staff and volunteers was made by Dr. Tracey, seconded by Dr. McNamara and passed unanimously.

Other Business
Obesity Measurement
Dr. Tracey reported on a study that found a more accurate measurement of obesity is waist to height ration and waist to hip ratio. The waist to height ration should be 50% or less. The waist to hip with the waist measurement taken at the smallest point and the hip measurement taken at the largest point should be <. 8 for females and <. 9 for males. Dr McNamara commented that while there are some drawbacks to using Body Mass index (BMI), it is the standard currently used. The consensus of the Board was to remain abreast of developments but to continue to use BMI.
