SPECIAL MEETING

Ms. Robinson called the meeting to order at 7:40 p.m. and called the roll.
FOR THE PURPOSE OF DISCUSSING AND
EVALUATING PERSONNEL ISSUES AND FOR THE FURTHER
PURPOSE OF MAKING RECOMMENDATIONS REGARDING SUCH
PERSONNEL ISSUES, AS ALLOWED
Ms. Robinson said that she wanted make the following statement:
The City of Norwalk’s Law Department asked me to read this letter to answer any questions that there might be about tonight’s meeting and to lay the ground rules as to how tonight’s meeting will proceed. If you have any questions about this process or procedure, I am told that you are free to contact M. Jeffrey Spahr in the Law Department for a clarification.
First, this is a Special Meeting of the Historical Commission. It is NOT a public hearing. As such, this represents a meeting of the Commission members for the purpose of discussing and acting on the items on the agenda. The public is NOT authorized to participate in these proceedings.
Under the FOI laws, we are entitled to discuss these matters in Executive Session. It was our intent to do so. However, under these laws, the employee who is the subject of these discussions is entitled to require that these discussions are to be held in public. Ms. Gunn has exercised this option. Accordingly, this meeting will proceed in an open and public session.
The Law Department has requested that I remind you of the following. You are NOT allowed to disrupt this meeting at any time. General Statute Section 1-232 provides, in part, as follows:
“In the event that any meeting of a public agency is interrupted by any person or group of persons so as to render the orderly conduct of such meeting unfeasible and order cannot be restored by the removal of individuals who are willfully interrupting the meetings, the members of the agency conducting the meeting may order the meeting room cleared and continue in session”.
It is hoped that the removal of persons or groups of people will not be necessary.
It is hoped that this will answer any questions that you may have about this process. We understand that there are strong feelings and passions on either side of this issue. Again, it is our hope that this meeting will be held in an orderly and professional manner. We trust that it will.
Ms. Robinson reiterated that the Commission wished to discuss the performance and evaluate the employment of the Curator in Executive Session, but said that the Curator stated that she desired to have the proceedings proceed in public; so they will proceed.
Ms. Robinson said that the Chair would entertain any motion on the topic of the Curator’s performance.
** MS. MATHIES MOVED THAT THE NORWALK HISTORICAL COMMISSION ISSUE A VOTE OF
NO CONFIDENCE IN THE CURATOR
** MS. WALL SECONDED
** MOTION PASSED UNANIMOUSLY
Ms. Robinson asked if there were any other motions.
** MS. FALASCA MOVED THAT THE COMMISSION RECOMMEND TO THE PERSONNEL DIRECTOR
THAT AN INVESTIGATION BE MADE AS TO WHETHER OR NOT THE CURATOR SHOULD BE DISCIPLINED
FOR HER UNSATISFACTORY PERFORMANCE
** MS. BRYANT SECONDED
** MOTION PASSED UNANIMOUSLY
Ms. Robinson asked if there were any other motions. There were none and Ms.
Robinson asked for a motion to adjourn.
** MS. FALASCA MOVED TO ADJOURN
** MS. WALL SECONDED
** MOTION PASSED UNANIMOUSLY
The meeting was adjourned at 7:45 p.m.
