TECHNOLOGY AND TELELCOMMUNICATION COMMITTEE MEETING ACTIONS

JULY 23, 2003
ATTENDANCE: John Lindquist, Dave Lepus, Kevin Poruban, Chris Buswell, Ed Schmidt, Ed Toth, Susan Wallerstein, David Wrinn, Mike Yeosock and invited guests Peter Berry from RCC and David Sklar from Stepping Stones.
1)_There was a general discussion of RCC’s proposed RFP for a Metropolitan Area Network. Several technical revisions were proposed. RCC will have a revised RFP completed by 7/28 and with the intention of Purchasing Department issuing RFP by August 2.
2) The ITT Committee reviewed the Board of Education request to purchase(500-600) computers from last year's bid with modifications to hard drive.
a. The committee recommends to the Common Council that the purchase of 64 computers be approved so that they would be available for a new middle school robotics course to be offered this fall. The committee further supports additional modifications to the specifications for these 64 computers that the BOE may choose to make, including but not limited to flat panel monitors, etc.
b. For additional 2003-04 computer purchases, the ITT Committee recommends that the Board of Education explore either rebidding purchase or using purchasing consortia such as WSCA(Western States) which has been used by the City of Norwalk. The benefits of this purchasing consortia approach include maximum flexibility --- being able to order throughout the
year as needs, specifications change without going out to bid each time.
Many consortia, such as WSCA, cover a range of tier one companies such as HP (Compaq), Dell, Gateway, etc.
3) CITY COMPUTER PURCHASES: There was a general discussion of the need for the City to look beyond the initial purchase cost of computers and instead look at the "Total Cost of Ownership." John Lindquist distributed a simple TCO worksheet he had done in Stamford for a std. desktop pc. In the future the analysis about future purchases of computers should include cost of maintenance, maintenance history, electricity costs, air conditioning costs, cost of technical support, system compatibility and other related cost factors.
4. NEW POLICE STATION COMPUTERS Dave Wrinn shared a memo outlining current/future technology needs for the new police station. The committee members applauded this effort and encouraged Dave to:
b) cost out the request and provide information to Police Building Committee.
c)develop a printer allocation plan and include cost of new networked printers in the proposal.
It was agreed that members of the Common Council should receive copies of the ITT minutes relating to the purchase of computers in advance of their meeting on 7/31. The meeting adjourned at 4:30. The next meeting of ITT for Wednesday, July 30 has been cancelled.
