TECHNOLOGY AND TELECOMMUNICATION COMMITTEE MEETING MINUTES

December 21, 2005
ATTENDANCE: Terry Morris, Gerald Foley, Karen Del Vecchio, Tom Schadlich, Peter Berry, Dave Wrinn, Larry Manzi, Dave Lepus, Paula Palermo, Frank Sarno, Hal Alvord, Al Kao, Chris Buswell.
Meeting was called to order at 3:03 PM.
The minutes from the December 7th meeting were approved.
Status of Telephone Solution: Diane wants Karen to review statement of work and bill of materials. Dave Wrinn said SRST is working, but call manager needs to come out of McMahon. Tom Hamilton said any work that is not completed should be in the statement of work. Karen said she would make sure it is in there. New Version of contract was sent back incorporating Diane’s changes.
RCC: Status of McMahon project: Karen Del Vecchio said a lot of activity, shifting of equipment next week.
Status of South Norwalk Library Project: Karen Del Vecchio said DBO is seeing where they can bring fiber into the building.
Status of Cabling RFP: Terrance Morris said meeting was on Monday with vendor.
Alan Lo said the new contract was being reviewed, they will probably will
sign next week and start work in January.
Status of MAN: Invoices processed for phase 1, and it has been accepted. Phase 2 is full speed ahead. Rack mount cabinets will be mounted and dedicated power will be installed. Requirements are being reviewed. Dave Lepus said the fire department could help with the cabinets. Work can be completed by the end of February.
Training: Paula Palermo said she would like to do training at DPW facility in January.
Customer Service Center: Karen Del Vecchio said Stamford came in to look at our customer service center this week. Reviewed cityworks and ideas from both towns.
Miscellaneous/New Items:
Cell phones and PTT communications RFI: Gerald said two sample phones came in and the Parks and Recreation department is testing them. So far it works fine, push to talk and cellar. Gerald will then send the two phones to the police department to test.
MUNIS Version 2004 upgrade project: Frank Sarno said he will have the base system built for munis on January 16th.
SBC local/long distance (dial tone services) contract expiring June 30, 2006: Gerald is keeping all questions received and will put out next week.
Grant for DSL and firewall for Health Department: Terrance said he is working
on quote for DSL and firewall and has been talking with Al Kao. Karen explained
the health department needs and the ports that are needed to be open. Health
has grant money to pay for their own DSL connection.
NextGen CAD to Firehouse software interface (Combined Dispatch): Mike Dolhancryk said he had a meeting and a decision was made to meet with Tom Hamilton to discuss buying the entire enterprise version of Firehouse software. Dave Lepus said that $6,000.00 could go towards the cost of the new Firehouse software. There was discussion on how to come up with the $20,000.00 for the software. Tom Hamilton asked Karen Del Vecchio to look at the capital budget. Dave Wrinn said we should buy the $2,750.00 version and then deal with Firehouse in the future so they will give us credit of the $2,750.00 when they purchase the full version. Mike Dolhancryk said the firehouse will be the internal management system, but they should do entry manually for now. Dave Wrinn said we need to make a decision now, we have been put off on a decision for one year. Tom Hamilton asked if some work has to be redone when we purchase the full enterprise version. Dave Wrinn said yes, but that is not a problem. Frank Sarno said he would prefer loading the full enterprise version. There was general discussion and it was determined that we should see if Firehouse will give us the $2,750.00 credit. Gerald Foley asked about the server that the Firehouse software is running on. Karen Del Vecchio said that it is over seven years old. There was discussion on if we would have to upgrade the Firehouse server.
Telstaff implementation: Karen Del Vecchio said they claim to have a seamless integration to munis and firehouse software. Another conference call coming up. Mike Dolhancryk said he does not have a target date.
Blackberry Service Expansion: Karen Del Vecchio handed out a
document for the Blackberry requirements, steps to move forward and history.
Karen reviewed the document with the committee. There was discussion about
the fire department deputy chiefs and if they need blackberries. Dave Lepus
said that they only need cell phones with push to talk. The cost to add 10
more blackberry devices would be $12,279.00 and $44.99 per month for unlimited
data transfer. The cell charge will still be part to the City cell phone pool.
Tom Hamilton said that he would like to review this before approving. Each
department would have to work the costs into their existing budgets. No additional
funds will be added to their budgets. All potential users will be sent a copy
of this document.
Mike Dolhancryk motioned to approve pending departments understanding they
will have to incorporate in their existing budgets.
Meeting next week is cancelled.
Frank Sarno asked for notebooks and Firstlook Pro purchase. Tom Hamilton said it has to go before the Finance committee and the Council. Karen Del Vecchio will have to match the $15,000.00 grant. There was discussion of who will write up authorizing memo for the Finance committee. Tom Hamilton suggesting getting the server for the Firehouse upgrade.
