INFORMATION TECHNOLOGY AND TELECOMMUNICATION COMMITTEE MEETING MINUTES

MARCH 1, 2006

ATTENDANCE: Terry Morris, Gerald Foley, Peter Berry, Dave Wrinn, Larry Manzi, Paula Palermo, Frank Sarno, Tom Schadlich, Joe Forran, Tom Hamilton.

Meeting was called to order at 3:07 PM.

The minutes from the February 15th meeting were approved with a correction to a typo of the version change of the MUNIS upgrade from version 2000 to version

Status of Telephone Solution: Peter Berry said the City contract with AT&T and SBC is moving along and is very close to be signed. Contract is back from review by SBC and Diane is reviewing it.

RCC: Status of McMahon project: Peter Berry said McMahon phase 2 has a few items left on the punch list. Some phones need to be moved. Now that Ed Toth is not here, we might be charged. Larry Manzi said that Dave Hopp will be doing some of the phone installs and setup. Phase 3 planning has started and will begin in June or July. Tom Hamilton said that no additional money should be allotted for AT&T and that all future work has been budgeted for. Frank Sarno asked if Ed Toth leaving has any effect on the project.

Status of South Norwalk Library Project: Tom Schadlich said switch for CEN was put in and they are just waiting for the MAN.

Status of Cabling RFP: Terrance said the north wing is finished, but we have a lot of change orders. We need movers to move partitions, termination cabinets are needed, UPS units and electric run to closets. Peter Berry said that originally he was told that there was no space on the 1st floor for any cabinets. Tom Hamilton asked why this was not anticipated when the RFP went out. Terrance said it was thought it was more economical. It makes sense to do it now because it will cost more to run more wire later when we need to expand. It needs to be done right the 1st time. A 12 strand fiber riser is needed to go in also from the basement to the 2nd floor data center and will cost about $5,900.00 Peter Berry said that there is already a fiber running from dpw to the basement. Also we need a data cabinet on each floor at the health department. Frank Sarno said we shouldn’t rework the entire plan just so we meet industry standards. We should go with the existing plan unless something is critical. Tom Hamilton said there is no money in any budget to pay for these changes. Tom Hamilton said that we need to know if Allphase is going to charge us for delay if we make them wait. Gerald Foley said we have to determine how many lines we need and how much space is being used. It was suggested that the DPW fiber be used instead of the new fiber riser to the basement. Tom Hamilton said that the money for the Data Cabinets has to come out of the IT capital budget. There was a general discussion on if we need the new data cabinets and how to determine the need.

1. Space for two new Data Cabinets on the first floor, associated cost, circuit added tied to the generator, 4” hole drilled, sleeved and fire stopped, locking data cabinet purchase, additional UPS, additional fiber termination box, extra fiber cable run. Waiting also for space approval from Alan Lo. Change orders w/cost estimate at $18,000.00
2. Existing data drops not shown on prints will have to be identified, scheduled for change orders. This may well eat into the 10 percent allowed for unknown or unforeseen occurrences with the cabling. External data termination boxes with magnetic or adhesive backing for cubicle wall areas are an added expense also. Estimated cost of $6,000.00
3. Moving furniture in areas where cubicles block the wall access for running new data/voice wiring at City Hall, Health Department, and DPW garage. Movers at $600/day X 10 days = estimated $6,000.00

Status of MAN: Joe Forran said that he gave demo to Terrance Morris and Dave Hopp. He cutover the riser from the cat-6 to the fiber. Terrance verified that everything works. Joe Forran said that Fibertech was here today testing the rings. Equipment will be put in place within the next few weeks. DPW, Yankee Doodle Garage and Apparatus building are ready to be spliced into. Things are moving along. Tom Hamilton asked Joe Forran to get costs to terminate the East Norwalk Library fiber connection. New switch for CEN was connected for BOE.

Training: Paula said that more training would be scheduled in May; Frank Sarno said that Lisa Bardon said she had some people that needed training.

Customer Service Center: No update


Miscellaneous / New:
a. Cell phones and PTT communications RFI. Gerald Foley said no updates. .
b. MUNIS Version 2005.01 upgrade project. Frank said March 10th is the scheduled date.
c. Telestaff implementation: no update
d. Three Proposals received for obsolete electronic equipment disposal program. : Equipment has been picked up and is being inventoried
e. Library on CEN: Router is in according to Terrance Morris
f. Sonitrol removal from Volk Central Station: no update


? Consent Calendar Authorize the Purchasing Agent to issue a purchase order to CxTec for a Cisco Catalyst 3750 24 port 10/100/1000 L3 switch with interface cards and cables per quotation 10259579, dated 1/17/2006, for an amount not to exceed $7,389.64, account 010600-5741 (IT).
Tom Hamilton moved to approve the consent calendar for an amount not to exceed $7,389.64, Dave Wrinn seconded, all in favor
