TECHNOLOGY AND TELECOMMUNICATION COMMITTEE MEETING MINUTES

OCTOBER 3, 2007
ATTENDANCE: Karen Del Vecchio, Dave Ross, Larry Manzi, Frank Sarno, Paula Palermo, Hal Alvord, Dave Lepus, Tom Schaldich, Gerald Foley, Tom Hamilton, Dave Hopp, Dave Wrinn, Ralph Valenzisi
Meeting called to order at 3:04 pm.
1. Minutes of September 19, 2007
2. Status of City Telephone Solution : Dave Ross said the UPS’s are in and
working and Admin training is starting soon. IT met with Finance to discuss
management reports.
3. Board of Ed: Status of Norwalk High Phase 1: Dave Hopp said the building
is connected and people can dial out, but not in yet. On Schedule for the
cutover on the 24th.
4. Training : no updates, but a survey will be created on the needs of users.
There was discussion on mailbox management and cleaning up old email.
5. Miscellaneous/New Items
a. Firehouse software upgrade: No update
b. Health Dept clinical and environmental system search.: Another demo is
coming up.
c. Weighmaster System Replacement (DPW): This is included in the solid waste
RFP according to Hal Alvord.
d. Permit Manager System Replacement (DPW): Hal Alvord said it was active,
but not the top project.
e. AVLS on plows and refuse trucks (DPW) : Hal Alvord said they are scheduling
installation training with the vendor now. It should be running before thanksgiving.
f. Fleet Maintenance System for Fire : Hal Alvord said Joel Grant has started
looking for a new system. Current system wants $30,000 for upgrade. Hal Alvord
said his current system would work fine for Fire Department. Karen Del Vecchio
said she will look into what it will take to get more licenses for the Fire
Department.
g. GIS : Frank Sarno said there was an RFQ, and we are down to a short list
of four vendors. We need to focus on what objectives and goals we have before
calling in the vendors. Hal Alvord said some of the top goals are the following:
The arialphotography does not match the Geo Lines, and we need to expand the
layers in the GIS (ie: water lines, electrical lines). Also linking with the
other city databases. There was discussion on linking all the permitting systems.
h. Server refresh for Police. The refresh of the main administrative server
and patrol cars terminal server were identified in the 2007 2008 budget process
as critical needs by Police. Both these servers are over 5 years old and out
of warranty. Motion: Authorize the Purchasing Agent to issue a purchase order
to HP for an HP ProLiant DL380-G5 server and peripherals for an amount not
to exceed $8,785.00, per HP quotation 1425104-2, dated 9/27/2007, account
09080600-5777-C0375 (approved IT Capital, no special appropriation required)
and forward such authorization onto the Finance Committee for further action.
Dave Wrinn said these servers are for the cars to talk to building and main
file server. Both are out of warranty Tom S. moved to approve, Dave Lepus
seconded, all are in favor, none opposed.
i. AT&T copper to fiber conversion on the Norwalk area. (Poruban) : There
was discussion on what would happen if the power was out, but no update.
j. Board of Education Capital Items – SmartBoards, SQL Server, Zone Integration
Server, and School Messenger. (Ralph will provide backup materials at the
ITT Meeting). Ralph Valenzisi said the smart boards are finishing out the
pilot. School messenger will allow all schools to autodial and pull in info
on the kids, can be used for emergencies. It sits on top of Cisco Call Manager
and does outbound calls. The Zone Integration Server follows the national
standard to allow data to be transferred in the same format. And needs to
run BizTalk. Also the SQL server which is part of Sharepoint. All the equipment
is on state contract. The committee reviewed and approved the technology presented
, on a not-to-exceed basis, provided the BOE put the school messenger portion
out to bid. Hal Moved to approve, Tom S. seconded, all in favor, none opposed.
k. Active Directory Update: Dave Ross has done a lot of research and we are
looking for a partner to help implement.

7. For Informational Purposes
a) Dell high-end workstation ordered for Telestaff Police and Fire Staffing
Management System server requirements on Homeland security grant which expired
9/28/2007. Cost of server was less than $900.00. Dave Ross got specs and ordered
server.
b) Frank Sarno mentioned that Munis upgrade needs to be done.
c) Norwalk Museum Website, not owned by city, but represents itself as official
website. Person running site wants to design, create new site for museum.
d) Dave Wrinn said they have $36,875 in funds from asset forfeiture for 10
tough book laptops and 10 auto adaptors and one CD drive. Motion to approve
10 tough book laptops and 10 auto adaptors and one CD drive. for amount not
to exceed $36,875, Hal A. moved to approve, Tom S. seconded, all in favor,
non-opposed.
