The meeting started at 3:00 pm and a planned conference call with Jane Kellogg, an Erate consultant took place from 3:30 to 4:45.
The discussion centered on Norwalk's RFP for MAN Services and its attached documents. Recent rulings and advisories have changed eligibilities for some technology services and these need to be adjusted accordingly.
Jane gave a favorable review the school's Technology Plan and the Citywide RFP for Metropolitan Area Network Services. She indicated that the RFP would probably come under review because it is a MAN and there are specific guidelines covering WANs and MAN's. For the school's eligibility careful attention to language must be complied with. Reference slide 12 - 15.
Jane made reference to the services on slide 8 i.e. Telephone lines, Voice Mail, Cell Phone Service, Pagers, as well as Long Distance, Centrex, DSL, and circuits are refund eligible, but must also appear in the Technology Plan and should be filed on ONE Form 470.
Jane felt the our need for a single RFP outweighed the benefits of a separation into two RFPs (School & City). Our Consultant (RCC) will be asked to contact her and to also reorganize specifications requirements for the schools on separate pages so that there will be no ineligible items on the same document which would allow the USF to summarily dismiss any claims.
Leasing of MAN/WAN services by an "authorized" carrier is
allowed, but we have to look at the "proportionate cost" eligibility requirement.
RFP's must be available on the web site when the form 470 is filed.
Jane will be talking with Peter Berry about splitting the MAN RFP into two parts.
VoIP is not eligible for Erate.
We should look into which vendors are "authorized" carriers.
The presentation and Q & A lasted until 4:45 when the meeting was adjourned.
