DRAFT MINUTES

ATTENDING: Mayor Alex Knopp, Walter Briggs, Frances DiMeglio, Torgny

Mountjoy and Kimberly Jones of Chan Krieger and Associates, Drew Leff, Rachel Loeb and Ryan McDonough of GLC Development Resources, Steve Ullman of Purcell Associates, and Chris Harriman of Haley and Aldrich

Co-Chairman Walter Briggs called the meeting to order at 5:05 pm. Alanna Kabel introduced Alan Mountjoy of Chan Krieger and Associates. Mr. Mounntjoy introduced the members of their team and briefly discussed their approach to the Mid-Harbor Planning and Design Study.

Mr. Mountjoy indicated that the Chan Krieger and Associates team will work on the Mid Harbor Planning Analysis under the auspices of these guidelines: the Plan will be a balanced plan for the future of the waterfront as opposed to an economic development plan for the area which will also become part of the city-wide Master Plan of Conservation and Development, it will complement the four major development projects presently underway, and it will recognize that the waterfront and access to it is important to the public.

Mr. Mountjoy indicated that the first phase of their work will include the identification of goals and principles for the project. He highlighted some of the challenges of riverfront planning such as balancing natural waterfront beauty with access to the waterfront. He discussed other waterfront plans Chan Krieger and Associates had previously worked on, including one for the City of Pittsburgh. With regard to their work in Norwalk, they will focus on attributes that are unique about the harbor and resulting uses of the waterfront.

Mayor Knopp reiterated that the City is not seeking a plan to develop the harbor but a plan that encompasses a balanced approach as part of the City’s Master Plan.

The Development Committee tentatively agreed to the following meeting schedule:

March 2, 2004 – Room 231 - Initial Concepts

March 30, 2004 – Room 231 - Finalized Principles

May 4, 2004 – Draft Report

Public Gatherings will follow the development committee meetings. A complete tentative schedule will be handed out at the next development committee meeting for review and approval.
