CITY OF NORWALK
ORDINANCE COMMITTEE of the COMMON COUNCIL
NOVEMBER 15, 2005
ATTENDANCE: Michael Coffey; Chairman, Peter Wien

CALL TO ORDER
Mr. Coffey called the meeting to order at 8:10 p.m.
The Chairman announced that they didn’t have a quorum to hold the meeting as scheduled.

Eminent domain update
Mr. Coffey offered special thanks to those that served on the committee and he announced that this was the last meeting for Peter Wien to a round of applause.
Mr. Wien said it had been a great serving on the committee and he hoped the good work continued.
Mr. Coffey updated on the following issues:
The NHPPL was sent back to committee. It was noted that due to the change in the mayoral election, some members weren’t present tonight, so again there was no quorum to vote on matters.
He further updated that when the NHPPL was sent back to committee, there were a series of questions submitted to corporation counsel and they were hoping to receive responses to those questions in the near future.
He stated that another topic they were looking at was the compensation schematic and how it is applied. He said that one application was 50% of the fair market value to affected properties, noting that members of the committee have expressed the importance of looking at this matter. They are also looking at what other municipalities have done with regard to compensation and also what is done at the state and federal levels.
He said they would discuss at upcoming meetings and readdress the issue concerning blight takings. They will also look at how far they can go on banning the takings, particularly those that involve the kelough style that are purely economic takings.
He mentioned that he planned to invite the Redevelopment Agency to attend a meeting to look at and discuss the scope of blight. Tim Sheehan will be notified to attend next month’s meeting. They will also request that the Connecticut Conference of Municipalities attend and they will request them to do some research on the current compensation being utilized throughout the state. They will also ask the CCM to provide definitions of blight as it applies throughout the state.
In addition, they will request the CCM to obtain copies of all statutes being looked at in Hartford and any transcripts of hearings from the State Senate Judiciary Committee.
They will also request from CCM that research be done on the living wage ordinance.
