CALL TO ORDER
Chairman Coffey called the meeting to order at 8:05 p.m.
ROLL CALL
Chairman Coffey read the roll call. He said that from now on, the meetings will start at 8:00 p.m., including the public hearings.
ACCEPTANCE OF MINUTES

OLD BUSINESS
a) Ethics
Chairman Coffey said that the Committee consists of Councilmember Hempstead, Councilmember Hilliard, and himself. The joint meeting of the Ethics Committee and the Ordinance Committee, in addition to a public hearing, will be held on the Tuesday, October 3, 2006.
b) Living Wage
Chairman Coffey distributed copies of the Living Wage Ordinance that was provided by Mr. Hilliard. He asked everyone to review it so they can discuss it at next month’s meeting.
c) Temporary Demolition Moratorium
Chairman Coffey said this was sent to the Zoning Commission. They are reviewing it as a courtesy, and they will report back to the Ordinance Committee.
NEW BUSINESS
a. Chapter 44 – Department of Fleet Services
b. Chapter 90 – Department of Public Works
Mr. Alvord explained that the two proposals are essentially housekeeping activities. They are attempting to go through the various chapters of the codes for which the DPW has primary responsibility and insure that chapters which have cross-connections compliment each other. He said they are proposing to eliminate Chapter 44. The City conducted a study of fleet maintenance operations in 1993, and at that time the various departments had their own fleet maintenance operations. That study proposed consolidating them into a City-wide department of fleet services. In 1997, the City actually formed a consolidated fleet services operation, not as a separate entity, but as the Department of Public Works. Mr. Alvord said the elimination of Chapter 44 blends with the incorporation of the responsibilities of the Fleet Services in Chapter 90. Chapter 90 also includes updates to insure the staff responsibilities of the Department to the Traffic Authority, the Parking Authority, and the Water Pollution Control Authority.
In response to Chairman Coffey’s question, Mr. Alvord explained that the proposed paragraph K reflects the way the operation is conducted today. The DPW retains responsibility for accomplishing fleet maintenance services for all City departments, with the exception of the Fire Department. The DPW acquires all vehicles and equipment with the exception of police cars and parks and maintenance equipment. The DPW does have responsibility for disposal of that equipment.
Chairman Coffey confirmed with Mr. Alvord that the changes to Chapter 90 will go to a Public Hearing.
ACTION ON BUSINESS ITEMS
** MR. MCQUAID MOVED TO APPROVE THE ELIMINATION OF CHAPTER 44, AND MOVED TO SEND THE CHANGES TO CHAPTER 90 TO A PUBLIC HEARING.
