FEBRUARY 20, 2007

ATTENDANCE: Michael Coffey, Chairman; Douglas Sutton, Committee member.

OTHERS: Hal Alvord. Director of the Department of Public Works.

CALL TO ORDER

Mr. Coffey called the meeting to order at 8:00 P.M. No quorum was present.

NEW BUISNESS

a) Proposed Revision of Chapter 96 – Excavations and Encroachments in Public Streets and Grounds

b) Project Labor Agreements

PUBLIC HEARING

Chairman Coffey called a Public Hearing to order at 8:05 P.M.

Hal Alvord gave a brief overview of chapter 96. He stated that there was one problem with the chapter concerning digging in the city streets. He stated that contractors and utilities destroy more streets in Norwalk than any other single factor and that this was no different than any other community. He stated that there was an unofficial moratorium about digging in the city streets for one year after they were paved. He also stated that there was a blanket emergency permit that was being used inappropriately by the utility companies. He concluded outlining the proposed changes for the committee.

Chairman Coffey closed the public hearing at 8:12 P.M.

Chairman Coffey asked Committee Member Sutton to place the proposed changes on the schedule for the next meeting. He then stated that there would be a March hearing for the revisions of chapter 96. He also stated that the meeting next month would cover the issues that were not addressable at this meeting due to a lack of attendance. He also stated that some of the times that will be addressed next meeting were included in a packet that was handed out before the start of the meeting.

RECESS

The committee went into recess at 8:15 P.M. and returned to normal session at 8:25P.M.

Chairman Coffey stated that he planned to set up a special meeting next month to present the proposed changes to Chapter 96 to the rest of the committee.

ADJOURNMENT

** CHAIRMAN COFFEY MOVED TO ADJOURN.

** THE MOTION PASSED UNANIMOUSLY.

The meeting adjourned at 8:30.
