PARKING AUTHORITY
January 26, 2005
Attendance: Urban Mulvehill, Chair; Troy Jellerette, Stephen Bentkover
Staff: Kathryn Hebert, Administrative Manager, Ed Schmidt, Assistant to the Mayor, Corny Thompson, LAZ Parking.
Call to Order
The Chairman called the meeting to order at 7:36 p.m.
APPROVALS/AUTHORIZATIONS
Approve the Minutes from the Parking Authority meeting held on Wednesday, December 15, 2004 with changes.
DISCUSSION
LAZ PARKING REPORT
SONO AREA
The written report was reviewed and it was noted that the commercial
parking validation program is operational.
South Main Street parking lot. There is a preliminary proposal for the 63
public parking spaces available at the new police station. The police are
scheduled to move in to their new headquarters on April 1. The proposal is
to put a pay and display unit there. The police officers and staff will have
permits and the people visiting the police station for business will have
their parking validated.
The Authority discussed payment options for visitors. This will be a large
expenditure and it is necessary to know the cost associated with that lot.
There will be a lot of activity going on in the area and more people will
want to park there.
RAILROAD STATIONS
They have not experienced any egress problems such as those
experienced during the last snow season basically due to the MTA keeping their
schedule.
The arrangement with the taxi cabs is not ideal and they have maxed out the
number of cars that can park at the curbside. It was suggested that they may
want to reconfigure the islands. It was recommended to ask LAZ how to better
utilize the east side of the station and also conduct a survey to find out
what kind of retail services would be used at the railroad station when the
police substation is vacated in the spring. The concession contract is due
to end June 30, 2005 and will be put out for RFP.
The East Norwalk Railroad Station is scheduled for completion in April 2005.
WALL STREET AREA
Yankee Doodle Garage
The pay and display units will be installed in February. The Authority discussed
the need for cleaning and refurbishing the garage and cleaning the lot behind
River Street.
Isaac Street will also have 2 pay and display units. The number of permits
sold in the Wall Street area has increased.
ON STREET METERS
The new 90 on-street meters have been installed throughout South Norwalk.
PARKING VIOLATION COLLECTIONS
From August 9 2004 – December 31, 2004, 7,917 tickets were issued. A higher percentage of people are paying the windshield rate rather than being delinquent in paying their tickets.
The Authority discussed the website and maintenance.
The Webster Performance Analysis was reviewed.
STAFF REPORT
Financial Reports
Operating Budget Development FY 05/06
The Authority discussed the transitional budget summary. Ms. Hebert said that
there is a cash shortfall projected as of December 2004 of $162,000. Now that
they are in a better position to collect better data, she believes that this
shortfall will not be as great as they go through the next six months.
Capital Budget Development FY 05/06
Ms. Hebert said that the entire Department of Public Works went before the
Planning Commission last night to present their budgets. The next step is
the Finance Director recommendations.
OTHER
Tony Doumlele said that he had a comment about the financial projections used
for the Maritime Garage by the original consultants. They projected 900,000
revenue, but this will be down by worse than one third. To achieve what that
consultant said, the garage would have to increase its revenue by half. He
said that this is not a comment on the current operations.
The Authority held a discussion about the Maritime Garage projections.
Action on any item discussed herein.
There was no other business and the meeting was unanimously adjourned.
