The
Chairman called the meeting to order at 8:05 p.m. He stated that there were two new members joining the Committee,
Leona Williams and Richard McQuade.
REVIEW/APPROVAL
OF MINUTES
FROM SEPTEMBER 11, 2003 AND OCTOBER 27, 2003
** MS. BAIN MOVED TO APPROVE THE MINUTES
OF SEPTEMBER 11, 2003.
** MOTION PASSED THREE IN FAVOR AND ONE ABSTENTION (MR. BONDI).
** MS. BAIN MOVED TO APPROVE THE MINUTES
OF OCTOBER 27, 2003.
** MOTION PASSED WITH TWO IN FAVOR AND
TWO ABSENTIONS (MR. MIKLAVE AND MR. BONDI).
EXECUTIVE SESSION:
A)
APPROVAL OF COLLECTIVE BARGAINING AGREEMENT ON SUCCESSOR CONTRACT
BETWEEN CITY OF NORWALK AND LOCAL 2405, CONNECTICUT COUNCIL #4 AFSCME, AFL-CIO
(PUBLIC WORKS, REC & PARKS EMPLOYEES)
** MR. BONDI MOVED TO GO INTO EXECUTIVE SESSION
TO DISCUSS THE COLLECTIVE BARGAINING AGREEMENT ON SUCCESSOR CONTRACT BETWEEN
CITY OF NORWALK AND LOCAL 2405, CONNECTICUT COUNCIL #4 AFSCME, AFL-CIO (PUBLIC
WORKS, REC & PARKS EMPLOYEES)
Mr. Miklave stated that it was discussed at the last Council
meeting whether the terms of the agreement should be available to the public
before approval. Ms. Bain stated that
she disagreed and she had a problem with making the terms public even before the Personnel Committee takes a position
on it. Mr. Miklave stated that there
was no law that mandates that contract negotiations are to be held in private.
He continued that it was important to hear the public debate before asked
to take a position and noted that the budget process was open to the public. Mr. Sutton stated that it seemed the fair thing to do, but traditionally
it has not been done and it would make negotiations tough and may leave a bad
taste in the mouths of the negotiating parties. Ms. Bain stated she did not see the parallel
between public knowledge in the budget process. Mr. Bondi stated that the people elected the Committee Members to
represent them as elected officials and that they will make the right decision
on the contract. He continued that divulging
the contract prior to the vote was the wrong way to go and if it was not approved,
it would have to go back to negotiations. He stated that he did not think it should be
out in the public before the Committee finalized it. Mr. Miklave stated they should not be afraid of debate and they
should not shut down the democratic process.
Mr. Sutton stated that it could jeopardize the contract and make it an
endless less productive process and he was against it being done.
** MS. BAIN SECONDED THE MOTION.
** MOTION PASSED UNANIMOUSLY.
The Committee came out of Executive Session at 8:58 p.m.
** MR. BONDI MOVED TO FORWARD TO THE COMMON
COUNCIL FOR APPROVAL THE COLLECTIVE BARGAINING AGREEMENT ON SUCCESSOR CONTRACT
BETWEEN CITY OF NORWALK AND LOCAL 2405, CONNECTICUT COUNCIL #4 AFSCME, AFL-CIO
(PUBLIC WORKS, REC & PARKS EMPLOYEES)
** MOTION PASSED WITH THREE IN FAVOR AND
ONE NOT IN FAVOR (MR. MIKLAVE).
There was no other old business/affairs discussed.

The
next meeting of the Personnel Committee will be held on Thursday, December 11,
2003 at 8:00 p.m.
The Chairman closed
the meeting at 9:00 p.m.
