CALL TO ORDER
Rev. Bolden called the meeting to order at 7:35 p.m.
Chief Rilling welcomed the Committee members to the new Police Headquarters. He said that he was grateful to the City for the new facility and offered to give the Committee members a tour.
APPROVAL OF MINUTES – DECEMBER 14, 2006
** MR. MCQUAID MOVED THE APPROVAL OF THE MINUTES
Mr. Callahan pointed out that two motions were missing from the minutes. They are as follows:
** MR. MCQUAID MOVED TO APPROVE CONDUCTING A NEEDS ANALYSIS

** MR. MCQUAID MOVED TO APPROVE THE INSTALLATION OF A STREET LIGHT AT SIER

** MOTION TO ACCEPT THE MINUTES AS CORRECTED PASSED WITH TWO (2) ABSTENTIONS (MR. KRUMMEL AND MR. SUTTON)
HEALTH DEPARTMENT
INSPECTION CONTRACT WITH THE TOWN OF NEW CANAAN
Mr. Callahan explained that the Town of New Canaan is interested in purchasing public health inspections from the City of Norwalk. The contract which will run through June 30, 2008 must be drawn up by the Corporation Counsel.
Ms. Romano arrived at 7:40 p.m.
Mr. Callahan said that this is an amendment to the original contract.

FIRE DEPARTMENT
There was no one present to represent the Fire Department this evening.
POLICE DEPARTMENT
MUNICIPAL AREA NETWORK (MAN) EXTENSION PROJECT
Chief Rilling said that they wish to use the cameras for surveillance in strategic areas. Ltn. Wrinn gave a real time presentation of how the system works. The written proposal was reviewed.
Chief Rilling said that as an accredited agency they have to have policies and procedures in place in order for an officer to sign out the cameras. The only place a camera would be authorized for use would be in a public place where people would have a diminished expectation of privacy. There would be strict protocols in place for an officer to sign out a camera. Violation of the procedures would result in disciplinary action. The cameras would not be deployed until a policy is in place.
** MR. MCQUAID MOVED THE ITEM TO THE FULL COMMON COUNCIL
Ltn. Wrinn said that they are a good middle of the road camera that can be used for day or night. Mr. McQuaid asked if there was forfeiture money available to upgrade the cameras. Chief Rilling said that an upgrade is something they would like to look at. They would prefer to have a higher resolution on the portable cameras. Funds from the asset forfeiture program will be used to offset the overtime that will be needed for Officers assigned to the Narcotics Division. Chief Rilling said that there are discussions about doing away with the asset forfeiture program.
Ltn. Wrinn described the various areas where the surveillance cameras would be utilized. Rev. Bolden asked why they chose the points they did. Ltn. Wrinn explained that they wanted to get a line of sight to the beach and the points they chose were the highest points in the City.
Ltn. Wrinn said that Dispatch will be able to see what is happening in real time.
Mr. Krummel said that he was very impressed with Chief Rilling’s concern for Constitutional procedure. Chief Rilling assured the Committee that very few people will be authorized to use a camera.
Ms. Romano suggested holding a presentation for the various neighborhood associations.
OTHER BUSINESS
Mr. McQuaid suggested having a presentation on the use of defibrillators at the next meeting.
Rev. Bolden said that a presentation of the dangers of abandoned buildings will be on the next agenda.
There was no further business and the meeting was unanimously adjourned at 8:25 p.m.
