JULY 19, 2006
ATTENDANCE: Fred Bondi, Chairman; Herbert Grant; Rev. Phyllis Bolden; Joanne Romano; Richard McQuaid.

The meeting was held at Calf Pasture Beach under the big tent at the Stew Leonard’s concession.
I. ROLL CALL
Mr. Bondi opened the meeting at 7:10 p.m., and then called the roll.
II. MINUTES OF JUNE 21, 2006
There were no changes or corrections to the minutes of the June 21, 2006 meeting.
** MR. McQUAID MOTIONED TO ACCEPT THE MINUTES OF JUNE 21, 2006 AS PRESENTED.
** MOTION PASSED UNANIMOUSLY.
I11. OLD BUSINESS
1. Approve the use of the grounds surrounding Mathews Park by the Lockwood Mathews Mansion Museum for the Annual Victorian Ice Cream Social to be held on Saturday, July 30, 2006 from 1:00 PM – 5:00 PM. Estimated attendance 450.
Mr. Jon Walker, Executive Director of the Lockwood-Mathews Mansion Museum was in attendance to answer questions.
** MR. McQUAID MOVED TO APPROVE THE USE OF THE GROUNDS SURROUNDING LMMM FOR
THE ANNUAL VICTORIAN ICE CREAM SOCIAL TO BE HELD ON SATURDAY, JULY 30, 2006.

2. Approve the use of Shady Beach by AC Nielsen for a Company Picnic to be held on Friday, July 28, 2006 from 10:00 AM – 5:00 PM with a rain date of August 4, 2006. Estimated attendance 100.

3. Approve a date change for PriceLine.com for a Company Outing to be held at Shady Beach on Tuesday, August 8, 2006 from 8:00 AM – 5:00 PM with a rain date of Wednesday, August 9, 2006. Estimated attendance 200.

IV. NEW BUSINESS
1. Approve the use of Cranbury Park Pavilion and the immediate surrounding grounds by Modem Media for a Company Outing to be held on Wednesday, August 23, 2006 from 10:00 AM – 5:00 PM. Estimated attendance 150+.

3. Approve the use of the Calf Pasture Beach (Stew Leonard’s Tent) by Petro Fuel for a Company Picnic to be held Sunday, July 23, 2006 from 10:00 AM – 6:00 PM. Estimated attendance 275.

4. Approve the use of Cranbury Park Pavilion and the immediate surrounding grounds by WebLoyalty.com for a Company Picnic to be held on Friday, September 15, 2006 from 9:00 AM – 5:00 PM. Estimated attendance 100.

SURROUNDING GROUNDS BY WEBLOYALTY.COM FOR A COMPANY PICNIC TO BE HELD ON FRIDAY,
SEPTEMBER 15, 2006.
** MOTION PASSED UNANIMOUSLY.
5. Authorize the Mayor, Richard A. Moccia, to enter into an agreement with the
United Church of Rowayton for the use of Witch Lane Park for overflow parking
on the following Sundays:
September 10 & 17, 2006
November 19, 2006
December 17 & 24, 2006
April 1 & 8, 2007
Limit to 15 vehicles and cannot be used during inclement weather.
** MR. McQUAID MOVED TO AUTHORIZE THE MAYOR, RICHARD A. MOCCIA, TO ENTER INTO
AN AGREEMENT WITH THE UNITED CHURCH OF ROWAYTON FOR THE USE OF WITCH LANE PARK
FOR OVERFLOW PARKING ON THE FOLLOWING DATES: SEPTEMBER 10 & 11, 2006; NOVEMBER
19, 2006; DECEMBER 17 & 24, 2006; AND APRIL 1 & 8, 2007; TO LIMIT THE
USE OF THE PARK TO 15 VEHICLES; AND THE PARK CANNOT BE USED FOR PARKING DURING
INCLEMENT WEATHER.
** MOTION PASSED UNANIMOUSLY.
The item was moved to Council for approval.
6. Authorize the Mayor, Richard A. Moccia to enter into an agreement with the Sound Cyclists Bicycle Club for use of Shady Beach for their Annual Bloomin Metric Event to be held on Sunday, May 20, 2007 from 6:00 AM – 6:00 PM. Set-up will take place on Saturday, May 19, 2006 at Noon and clean up by Sunday, May 20, 2006 by 6:00 PM. Estimated attendance 2,500+.
** MR. McQUAID MOVED TO TABLE THE ITEM.
** MOTION PASSED UNANIMOUSLY.
7. Authorize the Mayor, Richard A. Moccia to enter into an agreement with the Greenwich Kennel Club, Inc. for the use of Taylor Farm for their 75th Annual AKC All-Breed Dog Show to be held on Saturday, June 9, 2007 from 7:00 AM – 7:00 PM. Set-up will take place on Thursday, June 7, 2007 from 12:00 Noon and clean up by 6:00 PM on Sunday, June 10, 2007. Estimated attendance 2,500+.
Ms. Joy Brewster was in attendance to answer any questions the Committee members might have.
** MR. McQUAID MOVED TO AUTHORIZE THE MAYOR, RICHARD A. MOCCIA TO ENTER INTO

8. Authorize the Mayor, Richard A. Moccia to enter into an agreement with Pyramid
Shriners to host a Carnival in Andrews Parking Lot to be held July 12-15, 2007.
Set-up
would take place on Tuesday, July 10, 2007 and clean up on Monday, July 16,
2007 by
12 Noon. Estimated attendance 1,500+.
Mr. Harley Tretty was in attendance to respond to any questions the Committee
members
might have.
** MR. McQUAID MOVED TO AUTHORIZE THE MAYOR, RICHARD A. MOCCIA TO ENTER INTO
AN AGREEMENT WITH PYRAMID SHRINERS TO HOST A CARNIVAL IN THE ANDREWS PARKING
LOT TO BE HELD JULY 12-15, 2007.
** MOTION PASSED UNANIMOUSLY.
The item was moved to Council for approval.
9. Approve the use of the Basketball Courts at Calf Pasture Beach by Norwalk Hospital in association with Americares and Norwalk Community Health Center to host a 3 on e Basketball Tournament to be held on Saturday, August 12, 2006 from 10:00 AM – 4:00 PM. Estimated attendance 200+.
Ms. Tanya Vuntis was in attendance for questions and comments from the Committee members.
** REV. BOLDEN MOVED TO APPROVE THE USE OF THE BASKETBALL COURTS AT CALF PASTURE
BEACH BY NORWALK HOSPITAL FOR A 3 ON 3 BASKETBALL TOURNAMENT TO BE HELD ON SATURDAY,
AUGUST 12, 2006.
** MOTION PASSED UNANIMOUSLY.
10. Authorize the Mayor, Richard A. Moccia to execute an agreement with Southport Associates Design Services for Brien McMahon High School Baseball Field Lighting/Power distribution for a sum not to exceed $5,300.00. (Including a $500.00 allowance for reimbursable expenses).
** MR. GRANT MOVED TO AUTHORIZE THE MAYOR, RICHARD A. MOCCIA TO EXECUTE AN
AGREEMENT WITH SOUTHPORT ASSOCIATES DESIGN SERVICES FOR BRIEN McMAHON HIGH SCHOOL
BASEBALL FIELD LIGHTING/POWER DISTRIBUTION FOR A SUM NOT TO EXCEED $5,300.00
(INCLUDING A $500.00 ALLOWANCE FOR REIMBURSABLE EXPENSES).
** MOTION PASSED UNANIMOUSLY.
The item was forwarded to the Council for approval.
11. a. Approval to proceed with the disposition procedure of the existing three
Houses on
the property of Fodor Farm.
b. Refer recommendations to the Planning Commission for 8-24 review.
c. Forward to the Common Council for approval.
d. Refer the disposition procedure to Land Use and Building Management Committee.
Plot plans will be available at the meeting.
Mr. McQuaid recommended that the City move forward as the deteriorated property needs to be taken immediately. Mr. Bondi recommended that the houses on the property be placed for sale under the bid process, followed by tight deed restrictions that would be monitored by the City. He recommended the City work in conjunction with the Historical Commission and Corporation Counsel to maintain an historical look and other restrictions. Mr. Bondi felt the balance of the property could remain as a passive park, with the monies from the sale of the houses put back into maintaining the property. One suggestion was to create walking trails. Mr. Bondi felt the property should stay open and have minimal recreational facilities in order to remain as open parkland.
Rev. Bolden said that older people have requested the property remain as open space. Mr. McQuaid suggested that public process be undertaken. Mr. Doug Peoples said that this issue became a political football with the ex-mayor. Mr. Peoples had offered to take care of the buildings on the property. He felt that the new administration is taking the right direction in taking care of the properties.
** REV. BOLDEN MOVED TO APPROVE PROCEEDING WITH THE DISPOSITION PROCEDURE OF
THE EXISTING THREE HOUSES ON THE PROPERTY OF FODOR FARM.
** MOTION PASSED UNANIMOUSLY.
V. DISCUSSION
1. Construction of new entrance/visitors center for Cranbury Park.
Mr. Mocciae displayed aerial maps of the park and the Committee members discussed the new entrance being planned by the Recreation & Parks Department

The meeting was adjourned at 8:00 p.m.
Due to confusion regarding the location of the meeting, the secretary did not
arrive at the meeting until 7:45 p.m. Mr. Mocciae recorded the meeting minutes
in the secretary’s absence.
