ATTENDANCE: Fred Bondi, Chairman; Joanne Romano; Herbert Grant.

OTHERS: Michael Coffey, Council President; Almarie Whittingham.
I. ROLL CALL
Mr. Bondi opened the meeting at 8:08 p.m., and called the roll.
II. MINUTES OF SEPTEMBER 20, 2006
There were no changes or corrections to the minutes of the September 20, 2006 meeting.
** MS. ROMANO MOTIONED TO ACCEPT THE MINUTES OF SEPTEMBER 20, 2006 AS PRESENTED.
** MOTION PASSED UNANIMOUSLY.
I11. OLD BUSINESS
1. A. Authorize the Mayor, Richard A. Moccia, to enter into an agreement with Creative Differences for their Annual Car Show to be held on Saturday, July 21, 2007 in Taylor Farm from 8:00 AM – 6:00 PM. Estimated attendance 100+.
B. Approve the use of the Show Mobile by Creative Differences for their Annual Car Show to be held on Saturday, July 21, 2007 in Taylor Farm.
As there was no representative from Creative Differences in attendance, Mr. Bondi stated the Committee would skip this item for now and return to it later in the meeting.
IV. NEW BUSINESS
1. Approve the use of the Show Mobile by the American Legion Post 12 for their Annual Tree Lighting Service to be held on Sunday, November 26, 2006.
** MS. ROMANO MOTIONED TO APPROVE THE USE OF THE SHOW MOBILE BY THE AMERICAN
LEGION POST 12 FOR THEIR ANNUAL TREE LIGHTING SERVICE TO BE HELD ON SUNDAY,
NOVEMBER 26, 2006.
** MOTION PASSED UNANIMOUSLY.
2. Authorize the Mayor, Richard A. Moccia, to enter into an agreement with the State of Connecticut Department of Environmental Protection in providing funding under the Clean Vessel Act for the operation and maintenance of a Marine Sewage Disposal Facility for an amount of $18,627.23 effective December 1, 2004 through November 30, 2006.
Mr. Moccaie stated that the State was moving slowly on this.
** MR. GRANT MOTIONED TO AUTHORIZE THE MAYOR, RICHARD A. MOCCIA, TO ENTER INTO
AN AGREEMENT WITH THE STATE OF CONNECTICUT DEPARTMENT OF ENVIRONMENTAL PROTECTION
IN PROVIDING FUNDING UNDER THE CLEAN VESSEL ACT FOR THE OPERATION AND MAINTENANCE
OF A MARINE SEWAGE DISPOSAL FACILITY FOR AN AMOUNT OF $18,627.23 EFFECTIVE DECEMBER
1, 2004 THROUGH NOVEMBER 30, 2006.
** MOTION PASSED UNANIMOUSLY.
3. A. Authorize the Mayor, Richard A. Moccia to enter into an agreement with the United Haitian American Society for the 5th Annual Haitian-American Day Celebration to be held on Saturday, July 21, 2007 in Veterans Park from 11:00 AM – 9:00 PM. Set up to take place Friday, July 20, 2007 after 4:00 PM with break down on Sunday, July 22, 2007 by 12:00 Noon. Estimated attendance 2,000+.

Moccia to enter into an agreement with the Columbian American Family Entertainment (C.A.F.E.) for their Columbian Independence Celebration to be held Sunday, July 15, 2007 at Veterans Park from 12:00 AM – 9:00 PM. Set up to take place Saturday, July 14, 2007 after 5:00 PM with break down by 12:00 Noon on Monday, July 16, 2007. Estimated attendance 3,000+.

5. Approve the use of Cranbury Park Gallagher Mansion and immediate surrounding grounds by Almarie Whittingham for a Wedding and Reception to be held Saturday, August 25, 2007 from 5:00 PM – 10:00 PM. Estimated attendance 120.
** MR. COFFEY MOTIONED TO APPROVE THE USE OF CRANBURY PARK GALLAGHER MANSION
AND IMMEDIATE SURROUNDING GROUNDS BY ALMARIE WHITTINGHAM FOR A WEDDING AND RECEPTION
TO BE HELD SATURDAY, AUGUST 25, 2007 FROM 5:00 PM – 10:00 PM.
** MOTION PASSED UNANIMOUSLY.
6. Approve the use of Veterans Park by the Board of Education and the Maritime Aquarium for their Annual start of their Norwalk River Fun Run to be held Saturday, December 2, 2006 from 8:00 AM – 12:00 Noon with a rain date of Sunday, December 3, 2006. Estimated attendance 600.

7. Authorize the Mayor, Richard A. Moccia to enter into an amendment to the agreement with Partners for Architecture to provide architectural design service for Calf Pasture Beach Bathhouse Renovations Project for a sum not to exceed $18,750.00. Account #09026030-5777-C0072.
** MR. GRANT MOTIONED TO AUTHORIZE THE MAYOR, RICHARD A. MOCCIA TO ENTER INTO AN AMENDMENT TO THE AGREEMENT WITH PARTNERS FOR ARCHITECTURE TO PROVIDE ARCHITECTURAL DESIGN SERVICE FOR CALF PASTURE BEACH BATHHOUSE RENOVATIONS PROJECT FOR A SUM NOT TO EXCEED $18,750.00. ACCOUNT #09026030-5777-C0072.
Mr. Mocciae explained that the project for Shady Beach has already been approved by this committee, and the work will start this fall. What this project entails is for the architect who designed the bathhouses at Shady Beach to design the exact model for Calf Pasture Beach.
What is needed immediately is to do some construction to appease the public and show that something is being done. Mr. Mocciae said that he has money that had been set aside for the Stew Leonard’s concession. He needs to return the money and have it allocated back to the Calf Pasture bathrooms, which should be enough to do the two roofs and the exterior portion of the building. As the public comes in in the summer, they will see the roofs and doors being repaired. There is not enough money to do work on the inside, but it will be put into the Capital budget to be retrofitted for next year.

V. DISCUSSION
1. Fodor Farm
Fodor Farm Historic District Study Committee
Mr. Bondi expressed thanks to Mr. Tod Bryant and his committee for a job well done. Mr. Bondi participated in a walk-through and saw firsthand how dilapidated the houses actually are, and said they will cost a lot of money to update for whomever purchases them. He would like to get the park up to speed with paths and walking trails, a community garden and nature studies. There are schools in the immediate proximity that can hold classes there once the park is in shape.
** MR. COFFEY MOTIONED TO SUSPEND THE RULES TO MAKE FODOR FARM AN ACTION ITEM.
** MOTION PASSED UNANIMOUSLY.
Mr. Bondi said they should forward the item to the Council to sell the houses with the deed restrictions, but not with a Historical designation.
Mr. Coffee said he also commends the Fodor Farm committee for all their work, as well as Mr. Mocciae’s staff and the Parks & Recreation Dept.
