The meeting was called to order at 8 p.m. by the Chairman.

MINUTES OF OCTOBER 18, 2006

** MR. GRANT MOVED TO APPROVE THE MINUTES AS DISTRIBUTED.
** MOTION PASSED WITH ONE ABSTENTION (MCQUAID).

OLD BUSINESS

1. A. Authorize the Mayor, Richard A. Moccia to enter into agreement with Creative Differences for their Annual Car Show to be held on Saturday, July 21, 2007 in Taylor Farm from 8:00 AM – 6:00 PM. Estimated attendance 100+.

B. Approve the use of the Show Mobile by Creative Differences for their Annual Car Show to be held on Saturday, July 21, 2007 in Taylor Farm.

** MOTION PASSED UNANIMOUSLY.

NEW BUSINESS

1. Approve the use of parking in Witch Park by Shakespeare on the Sound for their Annual event in Pinkney Park to be held from Friday, June 15, 2007 through Sunday, July 1, 2007. Parking for 75 vehicles each evening.

This item was removed from the agenda.

2. Approve the use of Cranbury Park Pavilion and immediate surrounding area by Phyllis Bolden for a Family Reunion to be held on Sunday, July 29, 2007 from 11:00 AM – 6:00 PM. Estimated attendance 125.

** MOTION PASSED UNANIMOUSLY.

3. Authorize the Mayor, Richard A. Moccia to enter into an agreement with the Norwalk Karting Association to use Calf Pasture Beach parking lot for their 2007 Spring & Fall Racing Season on the following dates:

Spring Fall
March 24,31 September 29
April 7,14,21,28 October 6,13,20,27
May 5,13,19 November 3,10,17

(Cannot run Saturday, May 12, 2007 or Sunday, May 20, 2007) All other Sunday’s are available for rain unless construction parking lot islands disrupt operations in the spring session.

4. Approve the use of Cranbury Park Gallaher Estate and immediate surrounding grounds by Kristen Piening for a Wedding to be held on Saturday, May 19, 2007 from 3:00 PM – 11:00 PM. Estimated attendance 100.

** MR. BONDI MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.

5. Approve the use of Cranbury Park Pavilion and immediate surrounding grounds by Cranbury Baseball Association for a Picnic to be held on Sunday, June 10, 2007 from 11:00 AM – 4:00 PM. Estimated attendance 200.

** REV. BOLDEN MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.

6. Authorize the Mayor, Richard A. Moccia to enter into an agreement with The Round Hill Highland Games Inc. to use Cranbury Park for the Annual Round Hill Highland Games to be held on Saturday, June 30, 2007 from 9:00 AM – 6:00 PM. Set-up on Thursday, June 28, 2007 at 7:00 AM and break down by Monday, July 1, 2007. Estimated attendance 4,000.
This requires Council approval.

** REV. BOLDEN MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.

7. Authorize the Mayor, Richard A. Moccia to enter into an agreement with N.T.E LLC. to use Calf Pasture Beach for the Annual Mossman Triathlon and Mini Triathlon to be held July 7-8, 2007 from 6:00 AM – 12:00 PM. Set-up Friday, July 6, 2007 after 12:00 PM and break down by Monday, July 9, 2007 12:00 PM.
This requires Council approval.

** MOTION PASSED UNANIMOUSLY.

8. Approve the use of Cranbury Park Gallaher Estate and immediate surrounding grounds by Leslie Heffler for a Wedding to be held on Saturday, June 16, 2007 from 6:00 PM – 11:30 PM. Estimated attendance 125.

** MR. MCQUAID MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.

9. Approve the use of Cranbury Park Pavilion and the immediate surrounding grounds by Tigmann Charles for a Family Reunion to be held on Sunday, July 1, 2007 from 8:00 AM – 8:00 PM. Estimated attendance 125.

** MR. COFFEY MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.

10. Authorize the Mayor, Richard A. Moccia to enter into an agreement with the Veterinary Oncology and Hematology Center for Smokey’s Day to be held in Taylor Farm on Sunday, September 16, 2007 from 11:30 AM – 4:00 PM. Estimated attendance 400. Set-up to take place on Saturday, September 15, 2007 after 1:00 PM and break down on Monday, September 17, 2007 before 12:00 PM.

The Chairman tabled this item, noting that there was not a representative present.

11. Approve the naming of the Trail in Heritage Park after Specialist Wilfredo Perez, Jr., killed while serving his country in Iraq. The trail will be marked with a Sign, Flag Pole and Plaque dedicated to Mr. Perez.

Extensive discussion took place by everyone. This item will go to the Council.

12. A. Authorize the Mayor, Richard A. Moccia to enter into an agreement with the Norwalk Hospital for their Annual Cancer Walk “Walk With Us” to be held at Calf Pasture Beach on Saturday, May 12, 2007 from 7:00 AM – 2:00 PM. Estimated attendance 400. Set-up to take place on Friday, May 11, 2007 after 1:00 PM.

B. Approve the use of the show mobile by the Norwalk Hospital for their Cancer Walk to be held on Saturday, May 12, 2007 from 7:00 AM – 2:00 PM.

Walter McLaughlin, Norwalk Hospital, was present for discussion. This item will go the Council.

13. Approve the use of Cranbury Park and its Trails by the Western CT Orienteering Club (WCOC) for an orienteering meet to be held on Saturday, September 22, 2007 from 9:00 AM – 5:00 PM. Estimated attendance 125.

Joe Brautigan was present for discussion.

14. Approve the use of Shady Beach by the Norwalk Hospital for their Annual Hospital Employee Picnic to be held on Saturday, July 21, 2007 from 8:00 AM – 5:00 PM. Estimated attendance 400.

** MOTION PASSED UNANIMOUSLY.

15. Review the proposal’s submitted regarding the request for the proposal of a 36 Hole Miniature Golf Course at Veteran’s Park and forward the concept to the planning commission for an 8-24 review.

** MS. ROMANO MOVED APPROVAL AND TO FORWARD TO THE PLANNING COMMISSION FOR AN 8-24 REVIEW.
** MOTION PASSED UNANIMOUSLY.

DISCUSSION


1. Oak Hill Capital Request.

Larry Andronaco talked about the presentation made for additional funds. They would like to use some of the bond money they had posted for the restaurant. He said that he wanted to enlighten the Committee on the problems with the DOT regarding irrigation and the pond on the course.

2. Conservation Easement Harte Property.

** MR. BONDI MOVED TO SUSPEND THE RULES TO MAKE THIS AN ACTION ITEM.
** MOTION PASSED UNANIMOUSLY.

** MS. ROMANO MOVED TO SCHEDULE A PUBLIC HEARING AT THE NEXT REGULAR RECREATION, PARKS & CULTURAL AFFAIRS COMMITTEE MEETING ON JANUARY 17, 2007 AT 7:30 P.M.
** MOTION PASSED UNANIMOUSLY.
