JUNE 20TH, 2007

I. ROLL CALL
Mr. Bondi called the meeting to order at 7:07 p.m. He reported that the committee would not be able to vot on anything for lack of quorum but would forward items on to council.
II. MINUTES OF MARCH 21ST AND MAY 16TH, 2007
Minutes could not be done because of lack of quorum.
III. OLD BUSINESS
1. Approve the use of Taylor Farm for the Annual Drums Around the World sponsored by Drum N Dance and the Recreation and Parks Department to be held on Sunday, August 26, 2007 from 2:30 p.m. – 5:00 p.m. Estimated attendance 100+.
This item was moved on to Council.
IV. NEW BUSINESS
1. Approve the use of Shady Beach by the Norwalk Community Soccer Club for their end of season picnic to be held on Saturday, June 23, 2007 from 9:00 a.m. – 3:00 p.m. Expected attendance 150.
Mr. Bondi told the representative from the Norwalk Community Soccer Club that he normally doesn’t accept anything less than one month before the event.
The representative apologized and promised to have everything in order on time for future events.
Mr. Grant entered at 7:10 p.m. making a quorum.
Mr. Bondi apprised Mr. Grant of the item at hand.

BEACH BY THE NORWALK COMMUNITY SOCCER CLUB.
** MOTION PASSED UNANIMOUSLY.
Mr. Bondi reminded the representative from Norwalk Community Soccer Club not to let participants of the event park their vehicles on Seaview.
2. Approve the use of Shady Beach by Tauck World Discovery for their company picnic to be held on Thursday, July 19, 2007 from 2:00 p.m. – 8:00 p.m. with a rain date of Thursday, July 26, 2007. Estimated attendance 175.

BEACH BY TAUCK.
** MOTION PASSED UNANIMOUSLY.
3. Approve the use of Calf Pasture Beach (Stew Leonard’s Tent) by Petro-Norwalk for their company picnic to be held on Sunday, August 5, 2007 from 10:00 a.m. – 6:00 p.m. Estimated attendance 230.
A representative from Stew Leonard’s gave permission to use their tent.

BEACH BY PETRO-NORWALK.

4. Approve the use of Cranbury Park Pavilion and the immediate surrounding grounds by Vertrue for a Summer BBQ to be held on Friday, June 22, 2007 from 11:00 a.m. - 3:00 p.m. Estimated attendance 150-200.
** MR. BONDI MOVED (PLEASURE OF THE COMMITTEE) TO APPROVE THE USE OF CRANBURY
PARK PAVILLION BY VERTRUE.
** MOTION PASSED UNANIMOUSLY.
5. Authorize the Mayor, Richard A. Moccia to enter into an agreement with Brown, Barrie & Associates LLC for the use of Ryan Park for a Musical Artists Showcase, Basketball Tournament and Lecture to be held on Saturday, August 25, 2007 from 9:00 a.m. – 9:00 p.m. Estimated attendance 250.
A representative of Brown, Barrie and Associates asked if the Recreation & Parks Dept. would clean the park prior to the event.
Mr. Mocciae said they would.
The representative from Brown, Barrie and Associates said that they would rather hold their event at Flax Hill Park because they want to block off several streets in the area for a march and that would be easier in the neighborhood of Flax Hill Park. She ultimately went with Ryan Park because authorization for Flax Hill Park couldn’t be obtained in time, there wouldn’t be enough parking and there is no cooking allowed at Flax Hill Park.
Rev. Bolden welcomed the event to her district and to Ryan Park.
Brown, Barrie and Associates asked Rev. Bolden if she would like to be involved in the event.
Rev. Bolden agreed, inviting them to send her an email.

BY BROWN, BARRIE AND ASSOCIATES.
** MOTION PASSED UNANIMOUSLY.
Mr. Bondi said that this item would have to go to council the following Tuesday and told Brown, Barrie and Associates to call the office the following day after the meeting to make sure their permits were in order.
6. Authorize the use of Shady Beach by Alvin Sample, Jr. for a Nitty Group picnic to be held on Sunday, July 15, 2007 from 9:00 a.m. – 5:00 p.m. with a rain date of Sunday, July 22, 2007. Estimated attendance 100.
** MR. GRANT MOVED TO APPROVE THE USE OF SHADY BEACH BY MR. SAMPLE.
** MOTION PASSED UNANIMOUSLY.
7. Approve the use of Shady Beach by Priceline.com for a company picnic to be held on Wednesday, July 18, 2007 from 9:00 a.m. – 5:00 p.m. with a rain date of Thursday, July 19, 2007. Estimated attendance 300.
** MS. ROMANO MOVED TO APPROVE THE USE OF SHADY BEACH BY PRICELINE.COM.
** MOTION PASSED UNANIMOUSLY.
8. Approve the use of Gallagher Estate and immediate surrounding grounds by H. Muehlstein for their company cookout to be held on Saturday, September 8, 2007 from 12:00 noon – 6:00 p.m. Estimated attendance 150+.
A representative of H. Meuhlstein reminded the committee that the site had been changed from Gallagher Estate to Cranbury Pavilion.

9. Authorize the Mayor, Richard A. Moccia to execute an agreement with the Industrial Business Group, LLC d/b/a Dalton Contracting Company for the repairs of Rowayton, Cranbury and Fitch Tennis Courts for the sum not to exceed $37,550.00 from account #09076030-5777-C0321.
** REV. BOLDEN MOVED TO AUTHORIZE.

10. Approve the use of Shady Beach by Paychex, Inc. for their company picnic to be held on Saturday, August 11, 2007 from 10:00 a.m. – 6:00 p.m. with a rain date of Saturday, August 18, 2007. Estimated attendance 125.
** MS. ROMANO MOVED TO APPROVE THE USE OF SHADY BEACH BY PAYCHEX, INC.

11. Approve the use of Cranbury Park Pavilion and immediate surrounding grounds by the Eagles Club for a picnic to be held on Saturday, August 18, 2007 from 10:00 a.m. – 6:00 p.m. Estimated attendance 100+.

CLUB.

12. Approve the use of Calf Pasture Beach by Stew Leonard’s for their annual team member and family picnic to be held on Tuesday, July 31, 2007. Estimated attendance 250+.
** REV. BOLDEN MOVED TO APPROVE THE USE OF CALF PASTURE BEACH BY STEW LEONARD’S
** MOTION PASSED UNANIMOUSLY.
Mr. Mocciae reminded the representative of Stew Leonard’s to keep the attendance under 500 people.
13. Authorize the Mayor, Richard A. Moccia to execute an agreement with Metro N.Y. Balloon and Music Festival to use Taylor Farm for a nine hot air balloon launch to take place, weather permitting on one of the following days: August 7, 8 or 9th from 5:00 a.m. – 8:30 a.m. Estimated attendance flight personnel only 150.
** MR. GRANT MOVED TO AUTHORIZE.
** MOTION PASSED UNANIMOUSLY.
Mr. Bondi reminded the representative of Metro N.Y. Balloon to appear at the Council Meeting the following Tuesday at 8:00 p.m.
Mr. Coffey entered at 7:35 p.m.

A. Authorize the Mayor, Richard A. Moccia to enter into an agreement with Shock
Electric for project #2517 Baseball Field Lighting at Brien McMahon High School
for a sum not to exceed $297,570.00. Account #09076030-5777-C0371.
B. Authorize the Director, Recreation and Parks to issue change orders on contract for a total not to exceed $29,757.00. Account #09076030-5777-C0371.
Items 14-A and 14-B were combined.

16. Approve the use of Witch Park by the Rowayton Civic Association to park
50 vehicles for the Annual River Ramble to be held Saturday, July 14, 2007.

BY THE ROWAYTON CIVIC ASSOCIATION.
** MOTION PASSED UNANIMOUSLY.
17. Approve the use of the Show Mobile by Silk Touch for the Main Wall Street Festival to be held on Thursday, July 19, 2007.
** MS. ROMANO MOVED TO APPROVE THE USE OF THE SHOW MOBILE BY SILK TOUCH.
** MOTION PASSED UNANIMOUSLY.
15. Approve a portion of the visitor’s docks at Veteran’s Park for commercial tour operators for boarding and debarking of passengers from their vessels.
** MR. GRANT MOVED TO APPROVE.
Mr. Mocciae gave a brief description of the item; saying that this will be a boost in revenue which will make up for lost revenue from private boaters whose fuel prices have gone up. He said that tourists from Long Island have no place to land in the area and this would solve that problem.
Mr. Coffey said that the time allowed for these tour operators to board and debark would be limited to continue to allow the general boating population full use of the docks. In the worst case scenario, there is an area reserved for the pump out station where there is no docking allowed at all. This area could be used briefly if necessary. Pilot tests have shown that these tours would cause no extra burden on the park or its staff. Mr. Coffey presented the committee with a toll break down for vessels docking at Veteran’s Park’s visitor’s docks.
Fred asked about the safety of passengers boarding and debarking from these vessels.
Mr. Coffey confirmed that the safety of passengers and crew has been planned for.
Norwalk resident, Thana Van Rooyen asked why she is no longer allowed to walk on the docks.
Mr. Coffey answered that there are no lifeguards on duty there and the docks can be dangerous because vessels bump into them.

V. DISCUSSION
1. Bus Parking at Veteran’s Park.
Mr. Coffey left at 8:10 p.m.
The item is discussed extensively by the committee and several Norwalk residents. Complaints were heard about near accidents, fumes from idling buses and buses parked on lawns, and in front of fire hydrants and driveways.
Mr. Santella, resident of Norwalk gave a presentation with pictures and proposed opening a rarely used section of the Veteran’s Park parking lot to buses as a solution.
Mr. Grant thanked Mr. Santella for his presentation and suggested that the item be added to the agenda for future discussion by the committee.
Mr. Mocciae suggested that the item be brought before council.
