CALL TO ORDER
Mr. Bondi called the meeting to order at 8:00 p.m.
APPROVAL OF MINUTES- NOVEMBER 17, 2004 & JANUARY 19, 2005
** MS. BAIN MOVED APPROVAL OF THE MINUTES OF NOVEMBER 17, 2004.

** MR. MCQUAID MOVED APPROVAL OF THE MINUTES OF JANUARY19, 2005

OLD BUSINESS
1.) Authorize the Mayor, Alex A. Knopp to execute an agreement with the Norwalk Karting Association to use Calf Pasture Beach for their annual racing season on the following Saturdays: October 1, 8, 15, 22, 29, November 5, 12, 19 with rain dates being on Sundays.
** MR. MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.
3.) Approve the use of advertising to be placed at Norwalk High School and McMahon High School baseball and softball fields by the Norwalk Diamond Club (Tony Coppola) to supplement and upgrade the baseball and softball programs in Norwalk.
** MR. HILLIARD MOVED APPROVAL.
Mr. Coppola stated that he had chosen not to go with the signage in the outfield. He said he had received approval to do a banner instead. He also stated that he would be talking to business. He passed around a handout regarding the first event to start off the season. Mr. Coppola said he would be having a golf event as well as a Christmas tree sale. Mr. McQuaid asked if there was a board of directors. Mr. Coppola said he had a few names. Membership would mainly be made up of parents, coaches, and mayors. He added that he was trying to get an alumnae list as well. Mr. McQuaid said he felt comfortable with this and likes the idea. He said officers should be lined up. Mr. Coppola asserted that he was looking towards the freshmen and sophomore class. Mr. Bondi suggested doing recruiting at the upcoming dinner event.
Ms. Bain asked Mr. Coppola where he stood with the 501 3c. He said he had spoken with the CP who had put in the deal; he paid $750 for the paperwork to be filed. Ms. Bain questioned whether permission to put up a banner was conditioned on the 5013c status. Mr. Coppola said he did not believe so. Per Salvatore Corda, Ms. Bain said Mr. Coppola might not get full support until the 501 3c is established. Mr. Mocciae said Mr. Corda could forward additional comments if he needs to. Ms. Bain said she would support this, however they must operate within the guidelines of the school system.
Mr. Hilliard asked Mr. Coppola whether he was given a timeframe with regard to the 501 3c. Mr. Coppola said he thought he would have received word by now. Mr. McQuaid said he wished to see the 501 3c first.
** MOTION PASSED WITH ONE ABSTENTION (MR. MCQUAID).
2.) Authorized the Mayor, Alex A. Knopp to execute an agreement with the Rowayton PTA for their Annual Spring Carnival to be held at the Rowayton School field on Friday, April 29th, 5:00 p.m. –10:00 p.m., Saturday, April 30th, 11:00 a.m.-6:00 p.m. Set up for the event will take place on Wednesday, April 27, 2005 and break down on Sunday, May 1, 2005. Estimated attendance 500.

Mr. Bondi said this was an annual item.
NEW BUSINESS
2.) A. Authorize the Mayor, Alex A. Knopp to execute an agreement with LaCasita Restaurant, Beatriz C. Ruiz for their Celebration of Columbia’s Independence in Veteran’s Park on Sunday, July 17, 2005 from 6:00 a.m.-6:00 p.m. Estimated attendance 500+.
B. Approve the use of the Showmobile by LaCasita Restaurant, Celebration of Columbia’s Independence in Veteran’s Park on July 17, 2005.
** MR. MCQUAID MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.
Mr. Mocciae said this event has been held in Liberty Square for the past 3 years because of the increase of people attending the event. Mr. Bondi said he told the applicants that they had to pay a fee and be a part of the clean up process. Ms. Bain asked how much security would be needed. Mr. Mocciae said the police would determine that. Ms. Bain said the committee’s role is determining approval of the use of space. Mr. Bondi said he told the applicants that they had to attend next Tuesday’s council meeting.
3.) Approve the use of Cranbury Park Estate and immediate surrounding grounds by Big Bash Productions for a fundraiser for “The Parent Project” to be held on Saturday, June 4, 2005 from 7:30 p.m.-11:30 p.m. Estimated attendance 200+.
** MR. MCQUAID MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.
Ms. Tammy Windsor stated that the purpose of the event would be to raise money
for “The Parent Project.” She said they were looking to rent out the mansion.
She stated that they would like to have up to 200 guests. Mr. Mocciae told Ms.
Windsor there would have to be a permit process.
4.) Approve the use of 50 Washington Street by the SoNo Business Association for their annual SoNo Sparkles Holiday Tree Lighting Ceremony to be held December 3, 2005 Estimated attendance 250.
Mr. Bondi said he believed this item had been approved already. Mr. Mocciae said this was for next year.

6.) Authorize the Mayor, Alex A. Knopp to execute an agreement with the Leukemia and Lymphoma Society to use Calf Pasture Beach for the “Light the Night Walk” to be held Thursday, September 29, 2005 from 4:00 p.m. to 9:00 p.m. Estimated attendance 500+
** MR. MCQUAID MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.
Ms. Bain asked whether this was a repeat. A representative of the event said yes and stated that they were doing three walks throughout Fairfield County. 500 plus people are expected to attend. Mr. Bondi reminded the applicant to appear at next Tuesday’s meeting, which will be held in the Council Chambers.
8.) Authorize the Mayor, Alex A. Knopp to execute an agreement with the Round Hill Highland Games Inc. for a date change from the original request to hold the Round Hill Highland Games to Saturday, July 2, 2005. Set up would take place June 30th at 7:00 a.m. with breakdown 9:00 a.m. on Monday, July 4th 2005. Estimated attendance 1,000+
** MR. MCQUAID MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.
Mr. Mocciae said the date has changed to July 2nd .
9.) Approve the use of Cranbury Park Pavillion and immediate surrounding grounds by St. Mary’s Church for their annual Parish Picnic to be held Sunday, August 14, 2005 form 9:00 a.m.- 5:00 p.m. Estimated attendance 200.
** MS. BAIN MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.
10.)Approve the use of the grounds around the Lockwood Mathews Mansion Museum by the Lockwood Mansion Museum of Norwalk Inc. for a garden Show fundraiser to the held Friday, April 29, 2005 Gala Opening, Saturday, April 30th from 10:00 a.m.-5:00 p.m. an dSunday, May 1st 11:00 a.m.- 5:00 p.m. Set up would take place on Thursday, April 28th and break dow by Monday May 2nd at 12:00 Noon. Estimated attendance 200.
11.)Approve the use of the grounds around the Lockwood Mathews mansion Museum by the Lockwood Mathews Mansion Museum of Norwalk Inc. for their annual Victorian Ice Cream Social scheduled for Sunday, July 10, 2005 from 12:00 p.m.- 4:00 p.m. Estimated attendance 250.
12.) Approve the use of the grounds around the Lockwood Mathews Mansion Museum by the Lockwood Mathews Museum of Norwalk Inc. for their annual Antique Show to be held Friday evening, October 28, 2005, Saturday, October 29th from 10:00 a.m.- 5:00 p.m. and Sunday, October 30th from 11:00 a.m.- 5:00 p.m. Estimated attendance 500+.
** MR. MCQUAID MOVED APPROVAL OF ALL 3 ITEMS.
** MOTION PASSED UNANIMOUSLY.
Mr. Bondi said this item has to go to council.
5.) Authorize the Mayor, Alex A. Knopp to execute an agreement with the Alzeheimer’s Association to use Calf Pasture Beach for their Memory Walk to be held Sunday October 2, 2005 from 6:00 a.m.- 12:00 Noon. Estimated attendance 250-300.
** MR. MCQUAID MOVED TO TABLE THIS ITEM.
** MOTION PASSED UNANIMOUSLY.
7.) Approve the use of Cranbury Park pavilion and immediate surrounding grounds by Liza Quinonez for a Birthday Party to be held on May 7, 2005 from 1:00 p.m.- 8:00 p.m. Estimated attendance 150.
** MS. WILLIAMS MOVED TO TABLE THIS ITEM.
** MOTION PASSED UNANIMOUSLY.
DISCUSSION
3.) Cranbury Park Dog owner review by Animal Control, signage placed in Cranbury Park.
Mr. Mocciae stated that the signs were put up in very visible places. Barrels were also put up as well. Cans will be on the property on a more regular basis and there are also bags for the dogs. A representative from Animal Control said the signage was perfect. He also said he appreciated the bags for people to pick up after their pets. Mr. Bondi said people should be fined if they fail to pick up after their dogs. Mr. Hilliard asked how often animal control would be at the park. The representative said he would be there as often as possible. He said he would normally be there 2-3 times weekly. Mr. Bondi suggested patrolling in unmarked cars. He said they were looking to have as much enforcement as possible.
NEW BUSINESS (CONT’D)
1.) Review of 2005 Department recommendations for Fees & Charges. Schedule public hearing on March 8, 2005 @ 7:00 p.m. in the Council Chambers.
Mr. Moccia said he had sat down with the Mayor and the Finance Department. The new hearing is Thursday, February 24, 2005 at 7:00 p.m. in room A300. This is the deadline for everthing. Mr. McQuaid said he had received department recommendations from the last meeting. Mr. Mocciae passed around a handout titled, “Facility usage and parking fees 2005” and read the fee increases into the record.

PUBLIC HEARING.

DISCUSSION (CONT’D)
1.) RFP for Veteran’s Park Concession
Ms. Bain asked if there were any bidders. Mr. Mocciae said there have been some bidders. Ms. Bain said the hours of operation should be no earlier than 10:00 a.m. and no later than 8:00 p.m. She questioned whether there have been any discussions with the Purchasing Department. Mr. Mocciae said yes and stated that he had gone with the specification used with Calf Pasture. According to Mr. Bondi, the Ordinance Committee passed a sticker ordinance for non-drivers.
