PUBLIC HEARING / REGULAR MEEETING
FEBRUARY 24, 2005

The public hearing was closed at 7:15 p.m.
** MR. MCQUAID MOVED TO OPEN THE REGULAR MEETING.
** MOTION PASSED UNANIMOUSLY.
Acting Chair Bondi called the meeting to order at 7:15 p.m. and said that unless there was objection, the proposed facility usage and parking fees for 2005 would be forwarded to the Common Council for their approval.
** MR. HILLIARD MOVED THE FEE SCHEDULE TO THE COMMON COUNCIL.
** MS. BAIN SECONDED THE MOTION.
Mr. McQuaid commented that fees shown on the handout were not the original ones proposed by Recreation and Parks; some were at the recommendation of the Finance Department. Since the Finance Director was not present to answer questions or provide additional information, Mr. McQuaid said he was still unclear about how much additional revenue would be generated by the increase in fees. He felt strongly that the Finance Department should have this information readily available. Acting Chair Bondi said that with the exception of additional custodial fees and an increase in corporate parking sticker fees, the handout reflected the original fees. He said that of late, custodians had to spend too much time cleaning the premises before an event usage. Debris left by youth, or whoever, needed to be removed so that the next group using the site would find it litter free. He said these cleanup costs should not be borne by the Department. Acting Chair Bondi said that Chairman Mocciae learned what surrounding towns and cities were charging and increased the Department’s fees accordingly. Mayor Knopp and Mr. Hamilton, the Finance Director, were involved in those discussions. The committee members discussed this in greater detail.
Mr. McQuaid said he thought that payment of a bond fee for an event would cover the cost of a custodian. Acting Chair Bondi said he did not think this applied to events at public parks, only on City grounds but asked Mr. McQuaid to research this further. Mr. Hilliard said a bond limits the City’s exposure and was not related to fees for event usage. He said that the person or group using the site should be responsible for its cost, and felt strongly that the fees should not be passed along to taxpayers.
Acting Chair Bondi said that Mr. Hamilton would be present at the Council’s next meeting to answer questions on this issue if there were any.
