ATTENDANCE: Fred Bondi, Chairman; Peter Wien; Betsy Bain; Leona Williams.

I. ROLL CALL

The meeting was called to order at 8:10 p.m. by the Chairman, who noted that three female students from the University of New Haven were observing tonight’s meeting.

II. MINUTES OF FEBRUARY 16, 2005

The following corrections were made: On page 2, 2nd paragraph, “501 3c” was corrected to “5013C” throughout. In the 4th sentence, “Salvatore Corda” was corrected to “Dr. Corda’s letter”.

** MRS. BAIN MOVED TO APPROVE THE MINUTES AS CORRECTED.
** MOTION PASSED UNANIMOUSLY.

III. OLD BUSINESS

1. Authorize the Mayor Alex A. Knopp to execute an agreement with the Alzheimer's Association to use Calf Pasture Beach for their Memory Walk: to be held on Sunday, October 2,2005 from 6:00 AM 0 12:00 Noon. Estimated attendance 250-300.

** MR. WIEN MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.

4. Approve the use of the Pavilion and immediate surrounding grounds at Cranbury Park by Deborah Ruffin for a Family Reunion to be held August 6, 2005 from 9:00 AM - 5:00 PM. Estimated attendance 200.

** MRS. BAIN MOVED APPROVAL.
MOTION PASSED UNANIMOUSLY.

IV. NEW BUSINESS

1. Approve the use of Calf Pasture Beach by Miles Spencer for their Annual Kayak for a Cause Inc. to be held on Saturday, July 23, 2005 from 6:00 AM - 10:00 PM Estimated attendance 100.

** MR. WIEN MOVED APPROVAL.

Miles Spencer and Mathew Holman from GQ were present. Mr. Spencer said he believed there would be more than 100 participants, but less than 500.

** MOTION PASSED UNANIMOUSLY.

2. Approve the use of the Cranbury Park Pavilion by Lynda Roca for their Annual Mothers of Multiples Spring Fling to be held on Sunday May 22, 2005 from 11:00 AM - 2:00 PM. Estimated attendance 150.

** MRS. BAIN MOVED APPROVAL.

Mrs. Roca asked if she could bring in a table and sell water and snacks. The Chairman said she would have to obtain a food certificate from the Health Department. She should contact Tom Closter.

** MOTION PASSED UNANIMOUSLY.

3. Authorize the Mayor, Alex A. Knopp to enter into an agreement with the Parents and Friends of Lower Fairfield Center to use the Norwalk High School Athletic Complex for the Pro Sports Challenge XIV to be held on Saturday, June 25, 200: from 6:00 AM - 4:00 PM. Estimated attendance 550.

** MS. WILLIAMS MOVED APPROVAL.

Fritzi Levine said that this fundraiser provides their entire budget. It is a mini-Olympic event of teams sponsored by corporations and they compete in seven mini-Olympic events.

Mrs. Bain asked if they had checked with Norwalk High because they are scheduled to have construction done. Mr. Moccaie said this facility is booked all summer and Ms. Levine said she is working with Donna Custer of the Board of Education.

** MOTION PASSED UNANIMOUSLY.

5. Approve the use of Calf Pasture/Shady Beach by the Norwalk Hospital for their Annual Picnic to be held on Saturday, July 16, 2005 from 8:00 AM - 6:00 PM. Estimated attendance 500.

** MRS. BAIN MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.


6. Approve the use of Cranbury Park Pavilion and immediate surrounding grounds by the Norwalk High School Alumni Association for the Annual Picnic to be held on Thursday, July 14, 2005 from 5:00 PM - 8:00 PM. Estimated attendance 125.

** MR. WIEN MOVED APPROVAL.
** MOTION PASSED UNANIMOUSLY.

7. Approve the use of Calf Pasture/Shady Beach/Taylor Farm Parking by the Junior League of Stamford/ Norwalk to host a Junior League 5K Road Race to be held on Saturday May 7, 2005 from mid morning to afternoon. Estimated attendance 450.

** MR. WIEN MOVED APPROVAL.

Mr. Moccaie said this is the first year of this event. A representative said it is not definite at this time that they will be using Calf Pasture. Mr. Moccaie said if another group comes in, this group will have to make a decision.

** MOTION PASSED UNANIMOUSLY.

8. Approve the use of Cranbury Park Pavilion and immediate surrounding grounds by the Norwalk Republican Town Committee for their Annual Town Committee Picnic to be held on Sunday, August 21, 2005 from 12:00 Noon - 4:00 PM. Estimated attendance 100-150.

** MS. WILLIAMS MOVED APPROVAL.

Mr. Scialabba was present.

** MOTION PASSED UNANIMOUSLY.

11. Authorize the Mayor, Alex A. Knopp to enter into an agreement with the Sound Cyclists Bicycle Club to use Shady Beach and Taylor Farm for their Annual Blooming Metric Bike Tour to be held on Sunday, May 22, 2005 from 5:00 AM6:00 PM. Set up will take place on Saturday, May 21, 2005 at Noon, breakdown on Sunday, May 22, 2005 by 8:0O PM. Estimated attendance 2,500.

** MS. WILLIAMS MOVED APPROVAL.
MOTION PASSED UNANIMOUSLY.

Representatives from the bicycle club were present.

12. Authorize the Purchasing Agent to issue a purchase order to Britain Fence LLC for fencing replacement and new installation at various locations for a total not to exceed $65,423.16 from the following accounts:

** MRS. BAIN MOVED APPROVAL.

Mr. Moccaie said this is for work prior to any Capital money given to the Department for this year. They will be fencing four backstops and wooden fencing.

Ms. Williams spoke of fencing at Nathaniel Ely that is in terrible condition. Mr. Moccaie said it is coming down.

** MOTION PASSED UNANIMOUSLY.

13. Authorize the Mayor, Alex A. Knopp to execute any and all documents necessary to apply for and accept grant funds from the State of Connecticut, Department of Environmental Protection under the Long Island Sound License Plate Program, for Calf Pasture and Shady Beach accessible so that all patrons can utilize the beach and water access through motorized and non-motorized adaptive wheelchairs for an amount not to exceed $20,000.00. Authorize the Mayor, Alex A. Knopp to execute any and all agreements, documents, instruments, and any amendments or supplements thereto as may be necessary to implement the Long Island Sound License Plate Program, pursuant to such grant funding by the State of Connecticut, Department of Environmenta1 Protection, for an amount not to exceed $20,000.00.

** MR. WIEN MOVED APPROVAL.

Mr. Moccaie said they are asking for two motorized and two non-motorized wheelchairs. There will be no cost to the City.

** MRS. BAIN MOVED TO TABLE THE FOLLOWING:

Approve the use of Cranbury Park Pavilion and immediate surrounding grounds by Liza Quionez for a Birthday Party to be held on April 30,2005 from 1:OOPM - 8:00 PM. Estimated attendance 150.

Approve the use of the Showmobile by the Mothers of Mary Inc. for the Annual St Ann Club Festival to be held August 12, 13 and 14, 2005.

Approve the use of the Cranbury Park Pavilion and immediate surrounding. grounds by the Bender Financial Group for a company picnic to be held on Saturday, June 11, 2005 from 1:00 PM - 5:00 PM. Estimated attendance 200.

Approve the use of Calf Pasture Beach by the Norwalk Evangelical Association for their Annual Easter Sunday Service to be held on Sunday, March 27, 2005 from 6:00 AM - 9:00 AM. Estimated attendance 125.

Approve the use of Brien McMahon and Norwalk High Athletic Complex by the Norwalk Junior Soccer Association for their Second Annual Soccer Jamboree to be held on Saturday, June 18,2005 and Sunday, June 19,2005 from 8:00 AM-8:00 PM on both days. Estimated attendance 500-1,0OO.

** MOTION PASSED UNANIMOUSLY.

V. Discussion

1. Laurel Athletic Club

The Chairman said that this group is looking to lease the park land next to the club for $1; he will look into this further.

** MS. WILLIAMS MOVED TO SUSPEND THE RULES TO ADD “LEA MANOR PROPERTY – STRAWBERRY HILL” TO THE AGENDA AS A DISCUSSION ITEM.
** MOTION PASSED UNANIMOUSLY.

Mr. Moccaie said that Attorney Waters’ client has purchased this property and will turn it into housing. There will be 15 to 24 units. One plan has 23 units but includes a land swap with a City park. Mr. Moccaie was opposed to this, stating that he believed there would be parking and security problems. Members agreed with Mr. Moccaie that this was not a good plan.

** MOTION PASSED UNANIMOUSLY.
