SECRETARY
Mr. Frank reports application by a Mr. McNulty for a pier, ramp, and dock at 20 Old Wharf Rd (Pine Point). Pier extends over pre-permitted riprap and then over shellfish bed in area open for recreational clamming. Design puts dock in over three feet of water at low tide and seems reasonable. Extra tie-off pilings fifteen feet either side of dock are superfluous and should not be permitted.. Without them, Commission finds no problem with seasonal ramp and float removed in off-season. Applicant’s agent, John Roberge, states 38ft boat, shown in drawings, will be kept in deeper water on a mooring and will only be tied to dock for loading and unloading. Comments have been sent to DEP.
Redevelopment agency, City of Norwalk, proposes to reconstruct storm drain outfall north of Maritime center with larger concrete pipe replacing existing galvanized pipe. No effect on shellfish bed anticipated. Comment will be sent to DEP.
Mr. Bartoli has copy of a May 24th letter from Susan Jacobson at DEP to Mr. David Evans, in which Mr. Bartoli and Terry Backer are mentioned, suggesting that shortening the pier and eliminating pilings in favor of anchors for a dock will reduce negative impacts to shellfish resources to the extent that permitting could go forward on his project at 11 Seaside Place. Commission disagrees and Mr. Frank was instructed to communicate with Ms. Jacobson
Seasonal closing of shellfish beds under Norwalk Yacht Club and Sprite Island Yacht Club mooring fields for the boating season from May 15th to Nov 1st by Aquaculture was announced by Memo dated May 9th..
COMMITTEES

HEALTH DEPT
Mr. Closter reports rainfall in May of 1.6 inches, vs. 2.71 inches in 2004 and average of 5.06 inches, since 1988. Total year to date is 14.33inches….. 314 calls received. There was one 7 day closure, on 22nd for rain.
Three wastewater spills were reported.

WASTEWATER TREATMENT
Mr. Bartoli reports he is checking regularly, has observed some odors, but generally OK. There have been reports of a discoloration in the river with no odor. He believes it to be natural occurrence, not related to WWT plant. Discussion followed about red tide started in Maine and has moved south, but not in Sound yet. Hopefully, it will not get here.
WATER QUALITY
Mr. Griffin reports on recent history of intern program and then asks Mr. D’Andrea to speak. Mr. D’Andrea outlines plans to closely monitor interns and confine their efforts to Norwalk with closer supervision through Mr. Closter and Mr. D’Andrea. He asks for Commission support and asks for funds transfer of $2500 to Harbor Mgmt-Water Quality via health Dept Acct. identified by Mr. Closter as 0300-00-2628. Motion by Doctor Serena, 2nd by Mr. Casagrande, unanimous vote to contribute $2500 to intern program, Treasurer will handle details with comptroller.. Mr. Casagrande points out that future support by the Commission cannot be guaranteed and will depend on state of Commission finances. Discussion followed on the spraying for west nile mosquitoes and the recent news that only salt water mosquitoes carry west nile and most spraying, etc has been focused on fresh water mosquitoes. Any spraying for salt water insects has risk for other species and must be very carefully monitored.

PERMITS
Mr. Casagrande reports he turned in $690 to Treasurer tonight from Fisherman’s World and needs a supply of laminating sleeves.
POLICE
Off. Spagnuola reports 20 hrs shallfish patrol, only 3hrs OT charged to Commission.
ADVISORY
Capt Hopp unable to attend, Mr. Griffin reports Water temperature is up to 63 degrees.
HARBOR MANAGEMENT

OLD BUSINESS
Mr. Pramer not prepared at this time to demonstrate that his bed off Wilson Cove is properly marked, he is working on it with Capt Hopp and has not finished because Capt Hopp has been very busy. There was brief discussion over how Mr. Pramer and the commission define “natural beds”
