Commissioner Casagrande reports Mr. Roger Frate has requested a permit and
Commissioner Johnson will follow up.

COMMITTEES

HEALTH DEPT
Mr. Closter reports 2.55 inches of rain in September vs. 3.18 last year and average since 1987 of 5.04 inches. There were 667 phone calls in September. There was a 23 day closure in CAA (.5) area starting 9/01/06 and a 15 day closure in CAA1DN (1.5) area starting 9/01/06, for rain events and a sewage spill in Westport.

There were three spills or bypass events for September:
9-7 Unk gallons 35 Chestnut St Unk minutes sewer line blocked & cleared…
9-23 500 gallons Heathcote Rd 15 minutes grease blockage
9-25 400 gallons 4 Merritt St 90 minutes line blockage - cleared

WASTEWATERTREATMENT
Mr. Bartoli absent but Mr. Johnson states odors still exist.

WATER QUALITY
Mr. Closter reports new Water Quality Committee met with additional members of City Staff and discussed Water Quality intern report and areas of concern. Members added are from Planning & Zoning, Public Works, Water Pollution Control Authority and a representative from the Mayor’s office. Items also discussed were the My Sound test program and new directions and projects.
PERMITS
Mr. Casagrande reports there will be one last collection from Fisherman’s World and Hiller’s for permits. Also discussed request for permits from Fisherman’s World for groups of people like troops. Commented that all individual permits should be given to all people who sign up.

POLICE
Sgt LaPak reports fourteen hours of patrol for September with no arrests. Had request from Marine Biology teacher at Norwalk High School to facilitate schooling and experience for students on lobster and oyster boats.

ADVISORY
Captain Hopp absent but Mr. Pramer reports water temperature at 65 degrees.

HARBOR MANAGEMENT
Mr. Griffin reports on a productive meeting held at the Capital with DEP regarding the Norwalk Harbor Management Plan revision and the proliferation of docks. Mr. Griffin very pleased with the cooperation of the permitting agency and agrees with the obligation of applicant to prove shellfish resources are not damaged. Mr. Griffin read specific passage from Norwalk Harbor Management Plan revision that states: It is recognized that Norwalk’s inter-state shellfish industry depends on continued harvesting and transplanting of shellfish from the natural oyster, clam, and mussel beds designated in Norwalk Harbor. It is also recognized that Norwalk’s inter-state shellfish industry has submitted a written statement to the Harbor Management Commission

and Department of Environmental Protection expressing its concern that: 1) docks and vessels resting on natural shellfish beds can unduly damage shellfish resources in Norwalk Harbor; and 2) in-water and intertidal structures and activities can unduly interfere with shellfish harvesting and cultivation on the natural shellfish beds in Norwalk Harbor.

Mr. Griffin reports the Connecticut Harbor Management meeting will be on October 19, 2006 and provide good information on the dredging projects.
