SECRETARY
Commissioner Bartoli reports transplant occurred on October 26, 27 and 30,
2006 to Calf Pasture Beach and East of Pier area for roughly 150 to 200 bushels
of clams. Area will remain closed until further notice.
COMMITTEES
HEALTH DEPT
Mr. Closter reports 5.79 inches of rain in October vs. 12.92 last year and
average since 1987 of 4.17 inches. There were 341 phone calls in October.
There was a 15-day closure in CAA (.5) area starting 10/12/06 and a 7-day
closure in CAA1DN (1.5) area starting 10/28/06, for rain event.
There was one spill or bypass event for October:
10-17 50 gallons 77 Perry Ave 30 minutes sewage spill in manhole
WASTEWATERTREATMENT
Mr. Bartoli reports he contacted The Hour newspaper regarding odors still
existing at the wastewater treatment plant.
WATER QUALITY
Harbormaster Mike Griffin reports committee looking at final report from interns
and discussing budget projections for coming year.
PERMITS
Mr. Casagrande requests permission to order permits and tide charts for next
year. Discussed change of color for permits and wording on tide charts. Harbormaster
Griffin suggests adding, “permit required” on tide charts.
POLICE
Sgt LaPak reports twelve hours of patrol for October with no arrests. Had
patrols working to ensure closure at the beach. Shellfish boat is working
out great, had seasonal maintenance performed on boat.
ADVISORY
Captain Hopp reports water temperature at 55 degrees.
HARBOR MANAGEMENT
Harbormaster Griffin reports language regarding the Norwalk Harbor Management
Plan revision and the proliferation of docks still being reviewed by DEP.
Rowayton Yacht Club submitted application to Harbor Management Commission
to renew permit under the five-year renewal guidelines. Harbor Management
needs to review application to make sure it remains constant with the Harbor
Management Plan. Dredging permit with DEP for Phase II expires in 2008 but
according to DEP the opportunity exists to extend the permit for one more
year. Funding for the project remains a big issue.
