CL&P/NU: Chris Swan, Ken Bowes, Jeff Martin, Raul Debrigard
several consultant representatives from CL&P/NU sub-contractors
Meeting was opened by Comm. Frank with brief remarks explaining this was a
special meeting with a single agenda item, a public hearing on the proposed
CL&P submarine cable replacement project. CL&P/NU would make a presentation,
followed by a question and answer period with no holds barred. CL&P/NU
has agreed to answer any questions raised. There is a formal DEP public hearing
scheduled for next Wednesday and it is my understanding that anything that
needs to be put on the record for that hearing needs to be prepared beforehand.
CL&P has already entered into an agreement with the Shellfish commission
to utilize silt containment during construction, to restore all damaged bottom
area and to post a performance bond of 1.5 million for five years. Meeting
was then turned over to CL&P/NU speakers.
Presentation was done primarily by Ken Bowes, director of transmission projects
for CL&P/NU and Jeff Martin, project manager for cable replacement project,
with questions taken from the floor, and answered, throughout, most by CL&P/NU
personell, and some by DEP analyst Grzywinski.
Commercial cultivators most interested in protecting nearby shellfish beds,
both leased and natural, and in compensation conditions. IE: Will there be
compensation for lost earnings if beds are closed because of construction
? CL&P/NU indicated details have not been worked out, but they are committed
to paying for any losses they cause. Current proposed language only lists
payment for lost product. No closure is anticipated, but they acknowledge
possibility.
Need for new cables was questioned by Comm Johnson after Mr Bowes stated that
no power is normally transmitted over this system and it is maintained strictly
as a backup to avoid having generation with similar capacity run in standby
mode. Bowes stated there are no plans for CL&P/NU to sell power to LIPA.
There was also interest in fully independent monitoring of project. Proposed
silt containment, process and equipment, was discussed, but has not been finalized
to between CL&P/NU and their contractors. Cable burial depth, especially
within the federal channel was questioned by Harbor Management.
