COMMISSION MEETING MINUTES

With commission approval, a piece of old business was taken
out of order.
Mr Santa was present on behalf of Sean & Deborah O’Connor of 12 Nathan
Hale Rd, applicants for a pier ramp and dock on shellfish bed off their property.
Original design put part of the proposed project on shellfish bed # 201, now
owned by Norm Bloom. Mr O’Connor has attended our meeting last month and indicated
he would be willing to make design changes to reduce or eliminate encroachment
on Mr Bloom’s shellfish bed. Mr Santa has sent plan drawings showing the revised
design, overlayed by relevant section of shellfish bed chart and dock orientation
has been changed enough to avoid encroachment. All other parts of the design
remain the same, including the condition to remove the ramp and float seasonally
and to remove the derelict pilings just offshore of applicant’s property.
Motion to approve this project by Dr Serena, 2nd by Mr Casagrande, unanimous.
Chair will send necessary communications. DEP analyst is Allison Tamsett.

SECRETARY
Commissioner Frank reports
Manning application at Belle Island was reviewed and comments were sent, objecting
because design provides for dock to rest on bottom on shellfish bed.
Shakely application in five mile river was reviewed and comments were sent,
objecting because design calls for dock to rest on bottom on shellfish bed
and size of project is not reasonable. Mr Bajek will consult applicant about
changes in design.
Oceans Surveys Inc. wants permission to place oyster cages on bottom on natural
bed in cable corridor for CL&P to monitor oyster conditions during construction.
Chair and Dave Carey had proposed such monitoring years ago, as part of permit
process. Lively discussion focused on purpose of cages and monitoring by the
Commission, to keep process honest. It was agreed that permission should be
granted with conditions to include close monitoring by commission through
marine police.
COMMITTEES
HEALTH DEPT
Mr. Closter reports 3.27 inches of rain in July vs.6.44 last year and average
since 1987 of 3.59 inches. There were 1320 calls in July. There was a closure
in CAA (.5 inch) starting 7-04-07 through 7-11-07 due to rain and another
from 7-18-07 through 7-30-07.
There were 4 spill/bypass event reported in July, all relatively minor.

Comment was made that numbers are only estimates and probably
not too reliable
WASTEWATER TREATMENT
Odor problem downwind of plant, has returned. Comm Johnson has gone through
plant and found door closed at dewatering building, but odor is terrible.
He assumes there has been an equipment failure. Chair will contact DPW.
WATER QUALITY
Chair reports some concern at meeting with status of cleanup at GuardAll chemical
site where Gault Co has proposed new tank farm. Hour ran story that indicates
DEP will let Gault seal ground with a buried membrane rather than complete
remediation.

PERMITS
Mr. Casagrande reports permits are moving. He gave check tonight for $820
to Comm Johnson, from Fishermen’s World. Locals 49, State 25, Seniors 24
We are getting low on charts, will need to update and get new printing before
next season Will also probably need another transplant before ht end of this
months, from open area, to avoid closings..
POLICE
Sgt LaPak reports 22 hrs patrol, no arrests Compliance has been good. Typically
find 8 to 12 clammers at the Beqch and 6 to 12 boats in Betts Bay. He asks
that effort be made to make year of permit more visible at a distance. Research
now indicates side scan sonar is more expensive than anticipated, perhaps
$20,000 range. He will check with grant writer at City Hall for possible grant
money.

Mr Errico reports water temperature outside is 72o and 74 o inside the harbor.
