Kristin Frank, Department of Agriculture, Bureau of Aquaculture talked about
new policies for reopening after conditionally approved area closures in order
to meet National Shellfish Sanitation Program Model Ordinance requirements.
Conditionally approved areas shall be closed a minimum of seven days commencing
from the end of a rainfall or sewage discharge. Water samples shall be collected
in the conditionally approved area 4-5 days after sewage or rain related closures.
At the same time, shellstock tissue samples shall also be collected from active
market harvest areas for bacteriological analysis after the sewage or rain
related closures. The conditionally approved area shall be reopened on the
third day after the collection of satisfactory water samples. Water samples
at all routine stations must contain less than or equal to 14 fecal coliform
colony forming units per 100 ml of water. Tissue samples must contain no more
than the number of fecal coliforms found in pre-event tissue samples and must
not exceed 230 fecal coliforms MPN per 100gm of tissue. Under no circumstances
will reopening be earlier than the eighth day following the end of a rain
event in any conditional area. There will no longer be any reopening automatically
following rainfall events. Aquaculture hopes to have enough data by the end
of 2009. Further discussions centered on the FDA and will harvesters have
a level of comfort by the end of 2009 and will FDA accept the program data.

Mr. Closter reports:
3.00 inches of rain in April vs. 8.10 last year and average since 1987 of
6.49 inches. There were 222 calls in April. There was a closure in the CAA
area for over 1/2 inch of rain from 4/4 through 4/12 and 4/22 through 4/23
for a pump bypass. There is a closure in Westport starting from 4/28 for a
pump bypass and transplanting. There were four notices of by-pass reported.

WASTEWATER TREATMENT
Comm. Johnson reports odor problem seems to be much better. Chemical they
are adding at the de-watering plant seems to be effective and the doors are
closed more often.
WATER QUALITY
Harbormaster Griffin reports Water Quality Committee is evaluating funding
and schedule for summer intern program.
PERMITS
Mr. Casagrande reports check from Fisherman’s World for permits was made out
for $918 and should have been for $928. He will make sure it is corrected.
Forty-seven permits for city residents and twenty four permits for non-residents.
POLICE
Sgt LaPak reports for April 16 hrs patrol, no arrests. Bronze snaps need replacing
for flags. Work barge behind Manresa power plant for cable laying. DEP will
go out next week to monitor silt containment.
ADVISORY
Capt. Dave Hopp states water temperature is 54 degrees.
HARBOR MANAGEMENT
Harbormaster Griffin discussed dredging project and areas of concern. EPA
is requiring materials from North Cove in Saybrook to be tested for suitability
for capping. He is expecting a favorable report. Also discussed update from
Durocher Marine. Work commences south of Sheffield Island to complete all
work in the Harbor. Approximately 4,500 of linear feet of hand jetting is
left to do and most of that requires split pipe protectors to be installed
prior to hand jetting. Discussions ensued regarding concerns over silt containment.
Motion made by Mr. Johnson, 2nd by Dr. Serena to accept committee reports.

Harbormaster Griffin stated that people should visit the boating center to
see the new interior work and
photographs.
