SECRETARY           

            Mr. Frank reports

            He went to Branford today for deposition in Nowinski/Gardella civil suit by State.

Mr. Searles moves to reimburse travel expense, 2nd by Mr. Casagrande

Two trips to Calf Pasture Island with Dr Inke Sunila and Sgt LaPak and Off Spagnuola & LePore and assistant AG Carmel Motherway on December 16th and on 19th to evaluate damage to shellfish bed. Sgt LaPak dove on site and took photos, not happy with results, will retake later. Dr. Sunila came back on 19th and we went out again at much better tide and found healthy clam bed next to damaged area. Dr Sunila is shellfish pathologist from aquaculture dept. Mr. Frank took photos on each visit to site.

Application for dock in Wilson Cove, Graham Bluff Partners, (Hewitt property) has been commented on to DEP.  Dock is OK, large Dolphins, for big boats, are unacceptable. Presentation by agent for applicant was made at harbor management plan review committee meeting and met opposition from neighbors on several counts. Agent will modify application and appear at next meeting of that committee, Jan 20th.  Agent has talked to Mr. Frank by phone about our objections.

Application at 20 Point Rd by 20 point Rd LLC, was discussed briefly.  It is on shellfish bed open and accessible from beach and would interfere with beach and with shellfish bed.  Comment has been made in opposition to DEP. Only response from DEP dealt with registration of the limited liability corporation, ignored our objections.

Harbormaster, Mike Griffin, will be a regular participant in our meetings, representing the Harbor management commission, as a result of invitation extended by our commission to Harbor Mgmt.

State license Plate program has funding for projects promoting preservation and restoration of Long Island Sound.  Chair will do paperwork if anyone has proposal, deadline is March 17th, and Chair will be away, only available till next meeting.

MIT Sea Grant adopt-a-boat program links commercial fishermen to classrooms, pays for boat time and necessary equipment.

Commercial permits have been renewed by Norm Bloom & Sons and by Mr. Hopp.

           

COMMITTEES

 

                HEALTH DEPT

Mr. Closter reports rainfall in December of 4.32 Inches, vs. 4.93 in 2002 and average of 2.95inches. 111 calls received. There was a closure, for rainfall, started on 11th through 31st only for area that closes at ½ inch of rain. New Range Gauge bill has come in and been paid by Health dept, commission will reimburse.  (approved at prior meeting, exact amount will show next month, a bit over $900.)  Wastewater treatment reported five bypass events at various locations, all contained, and promptly reported

New name, Brenda Myles, is making reports to health dept.  Mr. Closter has been told that Fred Trefeissen is still with OMI, but has been transferred

 

WASTEWATER TREATMENT

Mr. Searles reports nobody at plant is talking to him. On recent visit to wastewater plant,   week before Christmas, he was informed that Mr. Trefeissen is no longer at Norwalk.

 

WATER QUALITY

Mr. Casagrande reports water quality had no meeting.

 

PERMITS

Mr. Casagrande reports new Permits delivered to dealers this week.  Printing bill turned over to Mr. Searles. Tide Tables were distributed, printing bill has not arrived yet.

 

POLICE

Sgt LaPak reports 20 hours shellfish patrol with no arrests.  There has been surprising amount of activity, at Calf Pasture and out at Islands.  Police assisted in evaluation trips reported by chair and Sgt LaPak will take more pictures, using different camera.  .

Some discussion of process and equipment available for underwater photography, resulted in suggestion that project to photograph various parts of harbor bottom from a boat w/o diving might be very useful to commission and educational and might qualify for License plate fund grant.  Chair suggested Sgt LaPak contact Mr. Schnierlein at maritime aquarium for info on equipment and advice on program.

Sgt LaPak also mentioned contact with dredging company taking barges out east channel, perilously close to shellfish grounds which are vulnerable to damage from any spill from barge, and getting voluntary compliance with directions to use East channel

Marine division expects to have two wave runners this summer

ADVISORY

Capt. Hopp reports water temp 38o at this time, dropping fast now.  Mike Oravez has indicated he will be devoting most of his time to landscaping business and may become less active as advisor.  If commission would consider appointing Mike Errico to advisory position, it would be helpful as commission has asked for input on new clamming permits.  Motion made by Dr. Serena, 2nd by Mr. Casagrande. Mr. Errico invited to advisory panel and accepted.

 

HARBOR MANAGEMENT

Mr. Casagrande reports no report.  Mr. Griffin reported briefly on harbor management activity for December.  Plans have been made to go to Army Corps office again in regard to disposal of dredge spoils. He briefly reported on private dredging projects in harbor.

OLD BUSINESS

            Clam permits need to be updated for April and Capt Hopp will come back with industry             recommendations on equipment.  New permits will be limited in number and for shorter term and will allow power hauling equipment.

 

            New boat to replace old Maritime Skiff should be ready soon. Off Spagnuola reported on             required signage costs and was told to go ahead for amount a little over $300 and bring     bill to Mr. Searles.

 

NEW BUSINESS

            Mr. Chappa will be away for Feb. meeting and possibly for Mar.meeting.

            Mr. Frank will be away for March meeting.  Mr. Casagrande will chair March             meeting.
