SECRETARY
Mr. Frank reports ongoing correspondence with Mr. Alvord at DPW about odor
from wastewater treatment plant. He believes odor is released when sludge
trucks are changed and has told OMI that doors must be kept closed except
as strictly needed. Mr. Frank visited Site on a Sunday afternoon and on Thanksgiving
morning and found doors wide open, emailed Mr. Alvord, both times, with photo
on Thanksgiving.
COMMITTEES
HEALTH DEPT
Mr. Closter reports rainfall in November of 2.54 inches, vs. 2.64 inches in
2003 and 5 yr. average of 3.59 inches. 197 calls received. There were three
closures, on 4th, 12th, & on the 28th , all for rain over ½ inch
in area that closes at one half inch of rain.
Two wastewater spill reported, on November 9th , at 7:30AM at 20 Glover Ave,
a truck hit an overhead sewer line, estimated 3,000 gallons spilled, spill
was contained and cleaned up. Also on November 9th an estimated 5 gallon was
spilled because of a line blockage, contained and cleaned up
.
WASTEWATER TREATMENT
No report, Mr. Bartoli has agreed to takeover liaison with plant operations
.
WATER QUALITY
Met on 15th, Mr. Frank, Mr. Closter, and Mr. Griffin attended. Mr. D’Andrea
reported on findings of summer intern’s water quality testing. Numerous hot
spots, with very high bacterial counts, were found. Discussion followed on
causes and possible ways of dealing with problem. Ideas proposed ranged from
open season hunting of Canadian Geese to posting parts of river as unsafe
for swimming to passing septic system maintenance ordinance to running dogs
at Beach and Vets Park to drive geese away.
PERMITS
Hiller’s closed out for season with $673.00…..15srs 5jrs 16state 57local 0out-of-state

POLICE
Sgt LaPak reports 19 ½ hrs patrol, busy the week of Thanksgiving.
Small oil spill reported in East Norwalk basin. Found traces and odor, but
no source, suspect storm drain is carrying spill from upstream.
ADVISORY
Mr. Errico reports Norm Bloom & son and Bell’s moved approx 150 bushel
of clams to beach this month. Norm Bloom’s boats have been doing a big pre-dredging
transplant for Fairfield, now completed. They will get into Betts bay with
oyster dredge and remove accumulated shell. Seed oyster permits expire this
month, all present license holders wish to renew. He will have them get checks
to Mr. Johnson and Mr. Frank will print up permits. A light set of oysters
has been observed. Inke Sunila, pathologist at State Aquaculture believes
disease that killed off so many oysters has run its course.
HARBOR MANAGEMENT
Mr. Griffin reports dredging committee met in Hartford with federal and state
officials and prospects for dredging harbor seem very dim. Part of problem
is New York State opposition to opening central sound dumpsite.

OLD BUSINESS
Mr. Johnson points out that commission authorized only four clam transplant
permits in April with serious concerns about over harvesting and the resulting
impact on the natural beds. A fifth permit was issued by the chair, in violation
of that limited authorization. Chair responded that Mr. Johnson was absolutely
correct, fifth permit was not authorized and mistake was made. Discussion
followed and number of permits commission decides to authorize next April
will depend, in part, on treasurer’s analysis of harvest reported this season.
It will be noted that harbor was closed for month of August and permit holders
believed they were limited for the season to area re-opened in April, known
as Searle’s grounds.(new permits and re-opening were both approved at same
meeting, but no limit to that area was placed on the record)
NEW BUSINESS
Mr. Closter has prepared a meeting schedule for first Thursday of each month
for 2005.
