Mr Casagrande asks that transplant reported at line 3 in Health Dept reports show where and how much was transplanted by Mr Pramer’s boat. Mr Closter points out date in treasurer’s report, present balance, should be 10-31-03. Move to accept, with corrections, by Mr Searles, 2nd by Mr Casagrande

SECRETARY

Mr. Frank reports

Sea Grant has announced marine trade workshops. Flyer passed around table. Classes are geared for commercial cultivators.

Application for dock in Wilson Cove, Graham Bluff Partners, (Hewitt property) has been commented on to DEP. Dock is OK, large Dolphins, for big boats, are unacceptable.

Letter to Darien, re phone expenses was not sent, will take care of that this month

COMMITTEES

HEALTH DEPT

Mr. Closter reports rainfall in November of 2.64 Inches, vs. 5.69 in 2002 and average of 3.59. Two closures, for rainfall, 20th for 7 days, 29th for 7 days. Should reopen Dec. 5th New Range Gauge has been installed, is big improvement, bill has not arrived.

Wastewater treatment reported two bypass events at plant, both promptly contained and reported, one 11-3 for 100-200gals from final settling tank and one 11-7 for 75-100 gals

New name, Robert Sardaro, shown on reports as Asst Project Manager.

WASTEWATER TREATMENT

Mr. Searles reports nobody at plant is talking to him. On recent visit to wastewater plant. he observed that septic tank trucks are apparently not monitored and operating on honor system. City may be losing fees for trucks that come in late in day when plant is only manned by single person.

WATER QUALITY

Mr. Casagrande reports water quality had no meeting.

PERMITS

Mr. Casagrande reports he picked up $835 from Fisherman’s World and has turned that over to treasurer. New Permits will be delivered to dealers this week.

POLICE

Sgt LaPak reports 22 hours shellfish patrol with no arrests. There has been limited activity, mostly at Calf Pasture. Police will be transporting Lori Remick from aquaculture for water sampling this week. Trip to Calf Pasture Island early in November for Attorney General’s office has been reported. (day before November meeting)

ADVISORY

Capt. Hopp reports water temp 44o at this time, warm for this time of year.

HARBOR MANAGEMENT

Mr. Casagrande reports no meeting this month..??

OLD BUSINESS.

New commercial Oyster permits discussed with proposal by chair of paragraph holding permit holders responsible for any extra expense in monitoring transplants. Mr Chappa questions if such a provision can be done fairly. Capt. Hopp expresses industry concern that such a provision could place enormous burden if copied throughout the state. Mr Casagrande suggests present form seems fine without change.

Clam permits need to be updated for April and Capt Hopp will come back with industry recommendations on equipment. New permits will be limited in number and for shorter term and will allow power hauling equipment

New boat to replace old Maritime Skiff discussed at length, regarding appropriate engine Yamaha, although a bit more expensive, has better service reputation. Motion to purchase Yamaha four cycle,150HP engine by Mr Chappa, 2nd by Mr Searles Boat will need some new electronics. Off Spagnuola will transfer some equipment from other boat and probably only have to purchase new GPS/chart plotter

NEW BUSINESS

Mr Searles has had conversation with harbormaster who has expressed interest in more active role with Commission. After some discussion, it was agreed Chair willextend invitation, through harbor management chairman, Dr Pinto, for someone (harbormaster?) from their commission to participate in our meetings.
