SPECIAL MEETING
JUNE 16, 2006

PRESENT: John Atkin, Chairman; Jim McInerney, Fredericka Bikakis-Hajian,
Frederick Wilms; Mayor Moccia

The Special Meeting held by teleconference was scheduled because a quorum was not present at the Regular Meeting held on June 12, 2006 to move key action items.

John Atkin called the meeting to order at 3:07 p.m.

4. Authorize the Chairman to execute an amendment to the September 29, 2005 Agreement with Camp Dresser & McKee, Inc. in the amount of $550,000 to include evaluation of the wastewater treatment facility’s wet weather treatment system in accordance with a Scope of Work dated June 2, 2006 known as the CSO/Wet Weather Treatment Evaluation. (Representative from CDM to attend.)

Fred Wilms asked for a brief overview of the request. Jim McInerney explained the project’s evolution and Kirstie Gersely spoke about the project’s eligibility for Clean Water Funds. Mr. McInerney requested that the Board review a copy of the draft report prior to finalization.

** MR. MCINERNEY MOVED TO APPROVE AUTHORIZATION.
** THE MOTION PASSED UNANIMOUSLY.

5. Be it resolved that it is in the best interests of the Water Pollution Control Authority for the City of Norwalk to enter into contracts with the Department of Environmental Protection for the CSO/Wet Weather Treatment Evaluation. In furtherance of this resolution, John Atkin, the Chairman is duly authorized to enter into and sign said contracts on behalf of the Water Pollution Control Authority for the City of Norwalk. The Chairman is further authorized to provide such additional information and execute such other documents as may be required by the state or federal government in connection with said contracts and to execute any amendments, rescissions, and revisions thereto.

Mr. McInerney asked a question about the intent of the WPCA to enter into “contracts” with the State DEP. Lisa Bardon explained that the authorization language was required to submit a Clean Water Fund application for grant funding.

** THE MAYOR MOVED TO APPROVE AUTHORIZATION.
** THE MOTION PASSED UNANIMOUSLY.

6. Authorize the Chairman to execute an agreement with the lowest responsible bidder in accordance with the City of Norwalk’s Emergency Procurement Policy for repair of the collapsed Fort Point Interceptor Sewer.

7. Authorize the Finance Director to transfer funds necessary for the emergency repair of the Fort Point Interceptor Sewer from the Repair Replacement Reserve (Account No. 224062 5789) and the WPCA Available Fund Balance to Other Contractual Services (Account No. 224062 5298).

** THE MAYOR MOVED COMBINE ITEMS #6 AND #7.
** THE MAYOR MADE A MOTION TO AMEND THE #7 AUTHORIZATION TO STATE “AUTHORIZE THE FINANCE DIRECTOR TO TRANSFER AND APPROPRIATE FUNDS NECESSARY FOR THE EMERGENCY REPAIR OF THE FORT POINT INTERCEPTOR SEWER FROM THE REPAIR REPLACEMENT RESERVE (ACCOUNT NO. 224062 5789) AND THE WPCA AVAILABLE FUND BALANCE TO OTHER CONTRACTUAL SERVICES (ACCOUNT NO. 224062 5298).”
** THE MAYOR MOVED TO APPROVE AUTHORIZATIONS.
** THE MOTION PASSED UNANIMOUSLY.
