1. CALL TO ORDER

Chairman Atkin called the meeting to order at 5:40 P.M.

2. APPROVE THE MINUTES FROM WPCA MEETING HELD ON JULY 10, 2006

The following corrections were noted:

3. APPROVE THE MINUTES FROM WPCA MEETING HELD ON AUGUST 14, 2006

4. AUTHORIZE THE CHAIRMAN OF THE WATER POLLUTION CONTROL AUTHORITY TO EXECUTE AN AGREEMENT WITH

Mr. Alvord said the city requested Nxegen to provide a proposal for professional services to assist the city with its negotiations with Third Taxing District. Mr. McInerney asked for clarification that the Nxegen payment is 25% of excess revenue above the term sheet. John from Nxegen said yes. The Mayor said we are paying Nxegen 25% to negotiate additional revenue and there is a maximum cap for years one thru five.

5. FINANCE DIRECTOR REPORT

a. YTD Revenues/Expenditures Report (MUNIS report included)

Mr. Kolb reviewed the MUNIS report. He said that we received the nitrogen credits check from DEP in the amount of $184,066. Mr. McInerney asked if we anticipate any revenues from the Third Taxing District generator project this year. Mr. Alvord said that it was not anticipated. Mr. McInerney asked about the $25,000 sewer use fee line item. Mr. Kolb said the sewer use fee was collected from Westport users that are connected to the Norwalk system and so far the total amount collected was $33,669.


6. SEWER USE FEES

a. Sewer Use Fee Billing Status Update- Appeals & Questions (report Included)

Mr. Kolb referred to the report provided in the board package. He stated that approximately $133,000 in adjustments have been made to date which were due to incorrect water data, engineer reports, and properties that are not connected to the sewer. An internal review of the sewer billing has identified that the City needs to bill an additional $ 50,000 in sewer fees. This now brings the total adjustment for the fiscal year to about $ 80,000. Ms. Bardon said that we budgeted for $850,000 in adjustments.


7. PUBLIC WORKS DIRECTOR REPORT

a. SCADA/ I&C RFQ Status Update

Mr. Kolb and Ms. Bardon said that the selection panel interviewed five engineering firms and the selected firm was Wright Pierce.

b. Discussion on Transfers from Surplus Fund Balance to Operating/Capital

Mr. Alvord said staff will soon provide the board with a proposal on how to deal with this issue.

c. August 27th – 29th Rainfall Event Impact (Items 1-6)

Mr. Kolb said intense rainfall contributed to inflow and infiltration of the collection system resulting in high flows at the WWTP and capacity issues at pump stations and a few properties within the service area.


d. Collection System Issues- General:

1. 36-inch sewer interceptor at WWTP Update

A.J. Penna signed the contract and will be submitting shop drawings for review.

2. Scofield Place and Victory Court

Mr. Kolb said a cross connection between sanitary and storm sewers was discovered and then capped.

3. Westport Avenue Sewershed Issues/ 6 Gwendolyn Update

Mr. Kolb said the Engineer has reviewed approximately 60% of the Westport pump station service area. They are in the process of identifying sewer repairs that consist of lining, grouting, and point repairs. Ms. Bardon said that approximately $500, 000 in repairs have been identified so far. Mr. Kolb stated OMI has about 40% of the service area remaining to TV.

8. CONTRACT OPERATIONS REPORT

a. Public Works Director Report

1. Contract Operations Monitoring

Mr. Kolb said that Malcolm Pirnie continues to review and assess amendment no. 3. Ms. Bardon noted that we are looking to extend Malcolm Pirnie’s contract. A scope of work will be provided at next meeting.


b. OMI Report

1. Monthly Operating Report- July 2006 (copy included)

Robert Sardaro was introduced and he discussed the OMI monthly report.

2. Collection System and Pump Station MRR Account

No Discussion

9. ACTION ON ANY ITEM DISCUSSED HEREIN

Mr. Kolb mentioned that the 2006 DPW Open House is on Saturday September 30th.

The meeting was adjourned at 6:20 p.m.
