ALL COMMON COUNCIL ACTIONS TAKEN AT THIS MEETING TO APPROVE EXPENDITURES
AND CONTRACTS OR TO ACCEPT BIDS AND OTHER PROPOSALS REQUIRING THE EXPENDITURE
OF CITY FUNDS ARE SUBJECT TO THE AVAILABILITY OF FUNDS.
Mayor Moccia welcomed everyone to the swearing-in ceremonies, and the first
Council Meeting of the new Council and Mayor. He asked the Honor Guard of
the Police Department and Fire Department to come forward to present the colors.
He asked everyone to join him in reciting the Pledge of Allegiance. He then
asked Ms. Wendy Gee to sing the National Anthem.
MAYOR
A. RESIGNATIONS AND APPOINTMENTS
Mayor Moccia swore in the Corporation Counsel and the City Clerk.
1. Appointment of Corporation Counsel Peter Nolin
2. Appointment of City Clerk Mary Roman
He then swore in the Council Members.
He then continued with the swearing in of the Police and Fire Commissioners.
3. Appointment of Police Commissioners Peter Torrano, Dan O’Connor
4. Appointment of Fire Commissioners Carol Andreoli, Robert Santo
He noted that Ms. Andreoli is the first female Fire Commissioner in the history
of the City of Norwalk.
ACCEPTANCE OF MINUTES
None.
B. REMARKS
Mayor Moccia wanted to thank all the elected officials and their families,
and congratulate them again.

PUBLIC PARTICIPATION
Ms. Karen Doyle Lyons, 58 Spring Hill Ave, congratulated Mayor Moccia and both the new and old Council members.
Mr. Richard McGregor wished everyone on the Council, and Mayor Moccia, good luck. He started recording the meetings in 1975, and he said that’s when he met Mayor Moccia.
COUNCIL PRESIDENT
A. GENERAL COUNCIL BUSINESS
1. Election of Council President
** MR. BONDI MOVED THE ELECTION OF MICHAEL COFFEY FOR COUNCIL PRESIDENT.
** MR. GRANT SECONDED.
Mr. McQuaid said he backed Mr. Coffey as part of the Republican caucus.
** MOTION PASSED UNANIMOUSLY.
Mr. Coffey thanked everyone, wished Mayor Moccia good luck, and he said that he looks forward to working with everyone. He then made the following announcements and appointments:
2. Announcement of Majority Leader – Carvin Hilliard
3. Announcement of Minority Leader – Doug Hempstead
4. Appointment of Assistant City Clerk – Darlene Young
5. Appointment of Committees – This will be done in the next two weeks.
6. Adopt Council Rules – Amended March 12, 1996
** MR. MCQUAID MOVED TO ADOPT THE COUNCIL RULES.
** MOTION PASSED UNANIMOUSLY.
REPORTS: DEPARTMENTS, BOARD AND COMMISSIONS
A. CORPORATION COUNCIL
1. Approval of a technical correction of previous actions of the Common Council in order to authorize Mayor Richard A. Moccia to execute all documents previously approved for execution by Mayor Alex A. Knopp.
** MR. BONDI MOVED THE APPROVAL OF A TECHNICAL CORRECTION OF PREVIOUS ACTIONS
OF THE COMMON COUNCIL IN ORDER TO AUTHORIZE MAYOR RICHARD A. MOCCIA TO EXECUTE
ALL DOCUMENTS PREVIOUSLY APPROVED FOR EXECUTION BY MAYOR ALEX A. KNOPP.

Mr. Hempstead congratulated Mayor Moccia and Mr. Coffey, and he said he looked forward to working with everyone.
