Mayor Moccia called meeting to order at 8:12pm and led assembly in the Pledge of Allegiance.

A. RECREATION, PARKS & CULTURAL AFFAIRS COUNCIL COMMITTEE

1. Authorize the Mayor, Rchard A. Moccia to enter into an agreement with the Rowayton School Parent Teacher Association for the use of Rowayton School grounds for their annual spring Carnival to be held on Friday, April 28, 2006 from 5:00pm – 10:00pm and Saturday, April 29, 2006 from 11:00am – 6:00pm. Set-up will take place on Wednesday, April 26, 2006 at 9:00 am and break down on Sunday, April 30, 2006 at 12:00 noon. Estimated attendance 500+. Authorized

2. Authorize the Mayor, Richard A. Moccia to enter into an agreement with the Alzheimer’s Association for the use of Calf Pasture Beach for their Annual Memory Walk to be held on Sunday October 1, 2006 from 9:00am – 12:00pm. Set-up to take place at 6:00 am and break down by 3:00 pm. Estimated attendance 200-300. Authorized
3. Authorize the Mayor, Richard A. Moccia to enter into agreement with the Leukemia and Lymphoma Society for the use of Calf Pasture Beach for their Annual Light the Night Walk event to be held on Thursday, September 28, 2006 from 6:00pm – 9:00 pm. Set-up to take place at 2:00pm an break down by 10:00pm. Estimated attendance 1,000. Authorized

4. Authorize the Mayor Richard A. Moccia to enter into an agreement with the Exchange Club of Norwalk for the use of Taylor Farm Park for their Annual Antique Auto Show to be held on Sunday, April 30, 2006 with a rain date of Sunday, May 7, 2006. Set-up to take place Wednesday, April 26, 2006 at 12:00pm and take down on Monday, May 1, 2006 by 12:00pm. Authorized

5. Approve the use of the Show Mobile for the South Norwalk Business Association for the Annual Norwalk Harbor Splash event to take place on Sunday, June 4, 2006 from 9:00am – 5:00 pm.

B. HEALTH, WELFARE & PUBLIC SAFETY COMMITTEE

1. Authorize the Mayor, Richard A. Moccia, to execute any and all documents necessary to apply for and accept grant funds from the Connecticut Department of Education under the Youth Services Bureau Grant Program for 2006-2007. Authorized

2. Authorize the Mayor, Richard A. Moccia, to execute any and all agreements, documents, instruments and amendments there to as may be necessary to implement a Youth Services Bureau Program, pursuant to such grant funding. Authorized

3. Authorize the Purchasing Agent to issue a purchase order to Firematic Supply Inc., Rocky Hill Ct. to purchase a Hurst Tool (“Jaws of Life”) and accessories for a sum not to exceed $30,000.

4. Authorize the Mayor, Richard Moccia, to execute an agreement with Jacques Personnel Agency to conduct a Fire Department entry level examination for a sum not to exceed $11,433.00. Acount no. 0131405258

C. LAND USE AND BUILDING MANAGEMENT COMMITTEE

1. Authorize the Mayor, Richard A. Moccia, to execute any and all documents necessary to accept the conveyance of land and easement(s) from 142-144 East Avenue, LLC, for the development of a public access walkway along the Norwalk River. Authorized

2. Increase the contingency allowance for West End Movers (moving services at Brien McMahon) in the amount of $4,631.00, and authorize the NFCC to issue change orders on contract for a total not to exceed $4,631.00. Acct. #0902/03/04-5010-5777-C0237. Authorized

3a. Authorize the Mayor, Richard A. Moccia, to execute an amendment to Skanska USA Building Inc. contract in the amount of $500,406 for additional construction phase work at the Tracey Elementary School Project for a total Guaranteed Maximum Price not-to-exceed $4,017,541. Acct #0904-5010-5777-B0311. Authorized

3b. Increase the allowance for the Owner’s Contingency to $375,648. Authorized

3c. Authorize the NFCC to issue change orders on the contract for a total not to exceed the Owner’s contingency allowance. Authorized

4. Authorize the Mayor, Richard A. Moccia, to execute an amendment to Schoenhardt Architects design services contract for South Norwalk Library to provide additional services during the construction administration phase for a total not-to-exceed $14,000. Acct. #0903/04/05-6210-5777-C0153.

5. Authorize the Mayor, Richard A. Moccia, to execute any and all documents necessary to apply, receipt and implement CL&P Small Business Energy Advantage Plan program for lighting retrofit at the Broad River Fire Station and Westport Avenue Fire Station. Authorized

Moccia, to execute an amendment to Service Management Group (SMG), LLC’s contract to provide building janitorial, general maintenance and engineering services for various City buildings, beginning on April 1, 2006 and ending June 30, 2006, for a total not to exceed $151,890.00.
