B. REMARKS
Mayor Moccia acknowledged the resignation of Mr. Jellerette from the Parking
Authority and recommended the appointment of Mr. John Federici to complete
his term. Mayor Moccia also recognized the hard work and dedication of all
of the persons on the agenda selected for appointments and reappointments.

1. RESOLVED, that a sum not to exceed $40,000 be and the same hereby transferred
from Increased Estimated Revenues from Health Clinics Fees to the Health Department
to pay for vaccines and miscellaneous supplies for the clinics. (Account No.

7. Authorize the Mayor, Richard A. Moccia, to execute an amendment to extend
the agreement with Atlas Pyrovision Productions Inc. to cover the 2006 and
2007 Fireworks display to be held on Monday, July 3, 2006 with a rain date
of Wednesday, July 5, 2006. Amount not to exceed $39,000.00 including the

Approval of additional funds in an amount not to exceed $6,500 for survey work and $750 for printing and reimbursable costs associated with the previously approved amendment to the Agreement for Professional Engineering Services between the City of Norwalk and Tighe & Bond Consulting Engineers, for signalization of the West Avenue and Butler Street intersection. (Funding to come from the State of Connecticut Special Act Grant for Reed Putnam Project.) Approved

VIII. RESOLUTIONS FROM COMMON COUNCIL
A. RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF NORWALK REQUESTING THE STATE OF CONNECTICUT ELECTIONS ENFORCEMENT COMMISSION TO ACCEPT NORWALK AS ONE OF THE TEST COMMUNITIES FOR THE PUBLICLY FINANCED ELECTIONS IN THE 2007 MUNICIPAL ELECTIONS.
WHEREAS: on December 1, 2005, Senate Bill 2103, An Act Concerning Comprehensive
Campaign Finance Reform for Statewide Constitutional and General Assembly
Offices, passed the State Senate 27-8 and cleared the State House of Representatives
on a vote of 82-65;
WHEREAS: The bill establishes a system for publicly funding statewide and
legislative campaigns, beginning in 2008 for General Assembly races and in
2010 for Governor and other constitutional offices, including Lieutenant Governor,
Attorney General, Comptroller, Treasurer and Secretary of the State; and
WHEREAS: the bill also establishes spending limits for participating statewide candidates, bans certain campaign contributions from lobbyists and state contractors in statewide elections, and also bans the use of “ad books” which statewide candidates have used in the past to raise money by selling advertising in programs and brochures; and
WHEREAS: the law also allows three cities or towns to conduct pilot programs for publicly financed elections for mayor and city council/board of aldermen; and
WHEREAS: the earliest the pilot program can begin will be the 2007 municipal elections; and
WHEREAS: participation in public financing is voluntary on the part of candidates,
those who agree to participate must agree to limits on the amount they can
spend; and

WHEREAS: interested cities need to apply to the State Elections Enforcement Commission to become one of the three test communities; and
WHEREAS: the City of Norwalk is interested in being one of the test cities provided for in the law;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Norwalk that the City of Norwalk officially requests that the State Elections Commission include the City of Norwalk as one of the test cities provided for under the Act Concerning Comprehensive Campaign Finance Reform for Statewide Constitutional and General Assembly Offices.
BE IT ALSO FURTHER RESOLVED that a copy of this signed resolution be forwarded to the State Elections Commission. Passed
B. COUNCIL RESOLUTION TO URGE THE STATE LEGISLATURE TO APPROVE PROPOSED BILL #5258, AN ACT CONCERNING MUNICIPAL INTERVENTION IN CERTAIN ADMINISTRATION PROCEEDINGS.
WHEREAS the Common Council of the City of Norwalk has the responsibility
for funding the services provided to it's citizens, and
WHEREAS under current State Statutes the Common Council is not a party to
the binding arbitration proceedings resulting from it's rejection of a contract
negotiated between the Board of Education and a Union representing it's employees,
THEREFORE, BE IT RESOLVED that the Common Council endorses and urges the
State Legislature to approve Bill #5258 An Act Concerning Municipal Intervention
in Certain Administrative proceedings which reads as follows:
That the general statutes be amended to provide that, notwithstanding the
provisions of chapter 113 or 166 of the general statutes, whenever a municipal
employer is engaged in binding arbitration with a municipal employee organization
and such employer is not the legislative body of such municipality; the legislative
body of the municipality, or if the legislative body is a town meeting, the
board of selectmen may, by majority vote of the body, intervene in such arbitration
proceedings. Tabled
