NORWALK, CONNECTICUT 8:00 P.M. EST COUNCIL CHAMBERS
ALL COMMON COUNCIL ACTIONS TAKEN AT THIS MEETING TO APPROVE EXPENDITURES AND
CONTRACTS OR TO ACCEPT BIDS AND OTHER PROPOSALS REQUIRING THE EXPENDITURE
OF CITY FUNDS ARE SUBJECT TO THE AVAILABILITY OF FUNDS.
Mayor Moccia opened the meeting at 8:08 pm and led the assembly in the Pledge
of Allegiance. Mayor Moccia also asked for a moment of silence to acknowledge
the passing of Mrs. Coretta Scott King.

B. REMARKS (Trip to Washington, D.C.)
Mayor Moccia spoke of his trip to Washington D.C. and thanked Chief Riling
for his assistance. The purpose of the trip was to lobby to increase the amount
of federal funding the City currently receives and mentioned that he was eager
to fill the grants writer position in the near future.

Item VI.B.4a, 4b & 4c to replace “….Skanska Building USA....” with “….Skanska
USA Building Inc….” and the corrected action to read as follows: Approved
4a. Authorize the Mayor, Richard A. Moccia, to execute an amendment to Skanska
USA Building Inc.’s contract for the construction phase at Tracey Elementary
School Project for a total not-to-exceed cost of $3,517,135.00. Acct. #09045010-5777-B0311.
4b. Establish an allowance for the Owner’s Contingency in the amount of $338,000.
4c. Authorize the NFCC to issue change orders on contract for a total not to exceed the Owner’s Contingency Allowance.”

1. Authorize the Mayor, Richard Moccia, to execute any and all documents necessary
to apply for and accept grant funds from the State of Connecticut Department
of Public Health for the Women, Infant, and Children Nutrition Program (WIC)
for the period October 1, 2005 to September 30, 2007. Authorized
2. Authorize the Mayor, Richard Moccia, to execute any and all agreements,
documents, instruments or amendments as may be necessary to implement the
Women, Infant, and Children Nutrition Program for the period October 1, 2005
to September 30, 2007. Authorized

4. Authorize the Mayor, Richard A. Moccia, to execute any and all agreements, documents, instruments or amendments as may be necessary to implement the Cardiovascular Health Program for the period January 1, 2006 to June 30, 2006. Authorized
5. Authorize the Mayor, Richard A. Moccia, to execute a Lease Agreement with the estate of Hillard Bloom for the use of the property located at 100 Water Street in South Norwalk by the Norwalk Police Marine Division. The terms of the Lease are set out in the attached letter. Authorized
6. Authorize the Purchasing Agent to issue a sole source purchase order to Thermal Imaging Concepts, LLC for 3K1000 Elite Thermal Imaging Camera Kits. Purchase order not to exceed $31,200.00. This equipment is sole sourced to maintain critical equipment and training continuity. Seventy percent ($24,000) of funds to be drawn from Federal Grant account#013153-5790 and thirty percent ($7,000.00) match to be drawn from account #013153-5790. Authorized
B. PERSONNEL COMMITTEE
1. Approve establishment of fifth (5th) Dispatch Supervisor Position (NASA
Grade 4). Approved
2. Authorize Mayor to execute second amendment to the Norwalk City Employees’
Pension Plan.

1. Accept and approve the reports of the claims Committee dated February 9,
2006. Accepted
2. Authorize The Purchasing Agent to issue purchase orders for 7 Dell OptiPlex GX520 desktop computers and 1 HP 1022N laser printer for the Norwalk Public Library Teen Room project (Library initiative approved in the 2005/2006 IT capital budget) for an amount not to exceed $7,700.00, account #09060600-5777-C0375 Authorized

3. Authorize the resolution appropriating $1,922,813 for the Norwalk High School cogeneration project and authorizing the issuance of $1,922,813 bonds of the City to meet said appropriation and pending the issuance thereof the making of temporary borrowings for such purpose. Authorized
4. Authorize the Mayor, Richard A. Moccia, to execute an agreement to extend
the ending date of the Tax Abatement Agreement with Miss Laura M. Raymond
Homes, Inc. from August 27, 2026 to August 27, 2041. The purpose of the extension
is to allow refinancing to a lower interest rate for the homes and to generate
monies to make capital improvements to the home. Authorized

1. Authorize the Purchasing Agent to issue a Purchase Order to Interstate
Ford Truck Sales for a Sterling LT9500/ Aqua Tech B-10 storm sewer vacuum
