Mayor Moccia called the meeting to order at 8:00pm and led the assembly in the Pledge of Allegiance.

1. Authorize the initiation of eminent domain/condemnation proceedings for purposes of obtaining an easement for the Norwalk Transit District Pulse Point Improvement Project on Burnell Boulevard.

2. Authorize the Mayor, Richard A. Moccia, to execute an amendment to the contract with Almstead Tree and Shrub Care, Inc. for tree trimming and removal for a sum not to exceed $259,200 $75,000.

3. Authorize the Purchasing Agent to issue a Purchase Order to Interstate Ford Truck Sales, Inc. for the purchase of two (2) Sterling L8500 snow plow trucks for a sum not to exceed $270,974.

4. Authorize the Mayor, Richard A. Moccia, to execute an Agreement with the State of Connecticut Department of Transportation and any and all documents for Project No. 102-278, Interstate 95 Southbound Widening and Interchange 14 Improvement Project. Costs incurred with this project by the City of Norwalk are 100% reimbursable by the State of Connecticut. Authorized

5. Authorize the Mayor, Richard A. Moccia, to execute an Agreement with H.W. Lochner for Design and Coordination Services in connection with the I-95 Widening and Interchange 14 Improvement Project (State Project No. 102-278) for a sum not to exceed $63,687.32. Account No. TBD Authorized


B. PLANNING COMMITTEE

1a. Authorize the execution of a Temporary License Agreement between the City of Norwalk and Heller & Johnson of Stratford, Connecticut, a licensed engineering firm and its subcontractors for the purpose of geo-technical and environmental testing on city owned property comprising Redevelopment Parcel 3 in the Wall Street Redevelopment Project. Authorized

1b. Authorize the Mayor, Richard A. Moccia, to execute all documents necessary to effectuate a Temporary License Agreement between the City of Norwalk and Heller & Johnson for the purpose of geo-technical and environmental testing on city owned property comprising Redevelopment Parcel 3 in the Wall Street Redevelopment Project. Authorized

2. Approve the attached resolution supporting the City’s Preserve America Grant Application.

Approval of the proposed Affordable Housing Plan as submitted on behalf of North Water LLC for the provision of 13 units of affordable housing at 50 Connecticut Avenue or 80 Fair Street, such units to be deed restricted in perpetuity to maintain compliance with Section 8-30g of the Connecticut Affordable Housing Appeals Act in order to meet the affordable housing provision of the Urban Renewal Plan for Washington – South Main Improvement Area II (as amended)

4. Authorize the Mayor, Richard A. Moccia, to execute an on-call retainage Agreement with the following vendors for Wetlands and Environmental Engineering consulting services for a two year period beginning January 2007 (Acct. #01-0000-2333): Authorized

1. Authorize the Purchasing Agent to issue Purchase Orders to Dell Computers for the purchase of laptop and desktop PCs for the Board of Education for a total not to exceed $233,808.50. Acct. #09075010 5777 C0112. Authorized

D. FINANCE COMMITTEE

1. Accept and Approve the Report of the Claims Committee Dated February 8, 2007. Accepted

2. Approve resolution appropriating $2,038.461 for State financed portion of Roton Middle School Alterations Project (Project Account No. 09065010-5799-B0312). Approved

3. Technical Correction:
Amend item VII. A.5. voted on by the Common Council on October 24, 2006 to include the following additional information:
Authorize the City to enter into certain transactions with Suntrust Leasing Corporation and Suntrust Bank as outlined in and in accordance with the terms of certain financing documents identified as Master Lease Agreement, Equipment Schedules, Escrow Agreement, Tax Agreement and Arbitrage Certificate and related documents; and authorize the Mayor, Richard A. Moccia, to execute such agreements on behalf of the City in connection with the financing and acquisition of modular classrooms for an amount not to exceed $772,296.00. Approved
