Mayor Moccia called meeting to order at 8:05pm and led the assembly in the Pledge of Allegiance.
Mayor Moccia requested a moment of silence to acknowledge Veterans and the passing of Councilman Kydes father and Dr. Mendoza.

A. HEALTH, WELFARE & PUBLIC SAFETY COMMITTEE

1. Authorize the Mayor, Richard A. Moccia, to execute an agreement with the Ahlbin Rehabilitation Centers for Project Number 2554, Development, Staffing, Administration and Implementation of a Fitness/Wellness Program for the Norwalk Fire Department for a sum not to exceed $30,650. Authorize

2. Authorize the Mayor, Richard A. Moccia, to execute an agreement with the Connecticut DEMHS for the participation in the DEMHS Emergency Management Performance Grant. Authorize

3. Authorize the Mayor Richard A. Moccia, to execute any and all documents needed to apply for, secure and accept the FY 2007/2008 Comprehensive DUI Enforcement grant for the Connecticut Department of Transportation’s Highway Safety Project. Authorize

4. Authorize the Mayor, Richard A. Moccia, to execute an amendment to the Planning Funding Agreement with Nextel Operations, Inc., dated September 12, 2006, in order to increase the amount of approved planning funding in connection with the 800MHz Reconfiguration Process. Authorize

5. Authorize the Mayor, Richard A. Moccia, to execute a Frequency Reconfiguration Agreement with Nextel Operations, Inc. to provide for the 800MHz Frequency Reconfiguration Process in compliance with the rules and requirements of the Federal Communications Commission. Authorize

1. Approve a technical correction to the action of the Common Council at its meeting of September 25, 2007 regarding Agenda Item IX.A 1& 2 in which the Common Council voted to:

1. Authorize the Mayor, Richard A. Moccia, to execute an Agreement with Brunalli Construction Company for the construction of the Reed Street Extension and Railroad Underpass for Project No. BR 07-02, for a sum not to exceed $6,617,750.
2. Authorize the Director of Public Works to issue Orders on Contract to Brunalli Construction Company for the construction of Reed Street Extension and Railroad Underpass for Project No. BR 07-02 for a sum not to exceed $330,000.

1. Authorize the Director of Public Works to issue Orders on Contract to New England Paving, for Project No., 4R 2007-2, Proposed Permanent Pavement Repair, for a sum not to exceed $100,000.

2a. Authorize the Purchasing Agent to issue a purchase order to ESRI Inc, a sole source provider, for the maintenance and support of the ESRI GIS software for a sum not to exceed $15,470.37 for the period

2b. Authorize the Purchasing Agent to issue purchase orders to ESRI for the renewal of such annual maintenance for ESRI GIS software, including any technical support and upgrades, subject to the availability of future funds. Authorized

3. Authorize the Director of Public Works to issue Orders on Contract to Losito Electrical Contractors, in connection with Project No. DPW 2006-2, Under Bridge Lighting – North Water Street, Marshall Street and Ann Street, for the repairs to the Washington Street Historic Lights (from Water Street to Main Street), for a sum not to exceed $60,000. 4a. Authorization to enter into a Temporary Right of Entry Agreement with the Connecticut Department of Transportation for the Reed Street Extension and Railroad Bridge Project. Authorized

4b. Authorize the Mayor, Richard A. Moccia, to execute a Temporary Right of Entry Agreement together with any and all related documents as necessary to effect the agreement with the Connecticut Department of Transportation for the Reed Street Extension and Railroad Bridge Project. Authorized

Moccia, to execute an agreement and all documents with the State of Connecticut Department of Transportation for State Project No. 102-325, Federal Aid Project No. STPB – 0001 (292), in connection with the Development of Contract Plans, Specifications, and Estimates for Improvements at Various Intersections on U.S. Route 1,Utilizing Federal Funds Under the Urban Component of the Surface Transportation Program. D. RECREATION, PARKS & CULTURAL AFFAIRS COMMITTEE

1. Authorize the Mayor, Richard A. Moccia to enter into an agreement with Milone & MacBroom, Inc. for the needs assessment study on the Norwalk High School, Nathan Hale Middle School, and Naramake Elementary School Athletic Fields for a sum not to exceed $21,300.00. Account # 0330000-2690.
