Council President Bondi appointed Lewis Clark to replace him on the WPCA and
appointed Laurel Lindstrom, to the Public Power Commission as chairman. Announced
that Councilman Bonenfant was appointed to the Facilities Construction Committee
as the Council minority party representative.

X. SUSPENSION OF THE RULES
To add Open Space and Watershed Land Acquisition Grant Agreement for White
Barn Parcel-78 Cranbury Road
1. Authorize the Mayor, Richard A. Moccia, to execute on behalf of the City any and all documents needed in connection with the acceptance of financial assistance under an Open Space and Watershed Land Acquisition Program Grant, to be used for (i) the purchase of permanent interest in land in the form of a Conservation Easement over 5.131 acres of real property located at 78 Cranbury Road, and (ii) the management of such land as open space pursuant to Section 7-131d of the Connecticut General Statues. Such documents shall include but not limited to the Contract Compliance Assurance forms and Open Space and Watershed Land Acquisition Grant Agreement documents. Authorized
2. Authorize the Mayor, Richard A. Moccia, to execute a Conservation and Public Recreation Easement document, together with the Norwalk Land Trust, Inc. and 78 Cranbury Road LLC, in order to preserve the property known as the “White Barn Parcel” located at 78 Cranbury Road, Norwalk for purposes of passive recreation, watershed protection, open space protection, protection of access to natural resources and public enjoyment and education. 3. Authorize the Mayor, Richard A. Moccia, to execute an Easement Assignment document assigning the City’s rights and interests in the property known as the “White Barn Parcel” located at 78 Cranbury Road, Norwalk, to the State of Connecticut, pursuant to the terms of the Open Space and Watershed Land Acquisition Grant Agreement-“White Barn Parcel OSWA-288”.
